- The U. S. Army Corps of Engineers, Omaha District, is looking for potential sources for indefinite delivery indefinite quantity contract(s) for Potential Responsible Party (PRP) and Environmental Records Management Support. Planned contract(s) will be for a period not to exceed 5 years and accumulative total of the contract(s) will be Not To Exceed $14,000,000. This is not a request to respond to a solicitation. Contractors responding to this sources sought announcement are to provide documentation that clearly demonstrates their capabilities to provide technical expertise and legal understanding in CERCLA, environmental remediation and military munitions response to conduct historical records research, preliminary assessments, and inventory project reports and to provide special support of agency activities in the two categories of work described below: Potentially Responsible Party (PRP) Support: The planned contract(s) will involve support to agency counsel for environmental potentially responsi ble party actions and cost allocation analysis related to various projects/sites assigned to various PRP Districts or other federal agencies including: (1) Provide historical research, including real estate analysis and operational information on PRPs. (2) Develop site ownership and operational history and/or liability analysis/cost allocation analysis. (3) Analysis of technical site characterization. (4) Collect and organize documents. (5) Utilize modeling, GIS, and photo analysis. (6) Conduct interviews. (7) Furnish expert witnesses. Environmental Records Management Support: The planned contract(s) will involve support to agency program/project management staff in all activities to ensure current and future environmental property/project fi les are established and maintained in a manner that is defensible, auditable, and that contains adequate information necessary to support project decisions. Environmental projects may include but are not limited to environmental restoration; military muni tions responses, and compliance activities. Administrative record files will be developed in accordance with CERCLA and the NCP. Other environmental files will be developed in accordance with applicable environmental laws and regulations such as RCRA and NEPA. Files will be consistent with other environmental files throughout the agency. Work would also include activities that would support the FUDS Information Improvement Plan (FIIP) and other documentation requirements: (1) Locating, organizing, and d igitizing historical and current files; (2) Evaluating file content against standardized property and project checklists, found in FIIP, CERCLA, NCP and other applicable laws and regulations; (3) Evaluating the adequacy of existing documentation in sup port of project decisions documents that have been made; (4) Recommend and itemize the work to be done to correct project file deficiencies, which may include completing required documents if they do not exist or do not adequately support the current p hase determination; and (5) Perform recommended corrections and/or document completion. Files will be capable of withstanding the scrutiny of an external audit, contain the information relied upon in making project decisions, Separate checklists for fil e contents have been developed under FIIP for the following categories of projects: duplicate property, categorically excluded property, ineligible property, eligible property where no projects found, and eligible property with identified projects. For th ose properties with projects, a checklist also exists for minimum project file documents for each type of project. All files will be digitized and maintained in the agencys central data repository. The size standard to determine small business for this requirement is 500 employees based on NAICS 562910. Contractors responding to this sources sought announcement shall reference W9128F-04-R-0033 and document it s business size, type, applicable small business (Section 8(a) and HubZone) certifications as appropriate.
