Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, number FSA-R-59-04DC is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This is not a small business set-aside. The applicable NAICS Code is 334119. The Government intends to award a Firm-Fixed Price Contract. The Contract will be for a period running from October 1, 2004 through September 30, 2005. All interested parties shall provide a quote for both Contract Line Item Numbers, 0001 - Hardware and 0002 - Software. Description: Through this solicitation, the Agency is seeking to procure both hardware and software as follows: Hardware - FSA plans to acquire two laser printers to support production printing. The printers will be co-located with existing FSA equipment at the Kansas City Administrative Office (KCAO). The printers will be acquired through a Bulk Order Contract or General Service Administration Schedule. No software or support services will be acquired under this waiver. However, FSA would want to purchase maintenance support for these printers. Technical Specifications, requirements and description for the printers are attached. Software - FSA will also require software to support the printers and provide check tracking. Solimar or an equivalent Commercial Off The Shelf (COTS) software package will provide two modules, one to route any print job between printers and the second to convert forms into printer language. Depending on the Hardware purchased under a competitive procurement the COTS package may be from another vendor. Also, Check Tracking software will provide an accounting record of each negotiable instrument in order to maintain an audit trail. The total software support is for two modules of print processing software and one check tracking package. Technical Specifications will be based on the Hardware purchased. The provisions at 52.212-1, Instructions to Offerors - Commercial apply to this acquisition. The provision at 52.212-2, Evaluation ? Commercial Items, will be used. Evaluation factors include: Price and Past Performance, with price outweighing past performance. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items must be included with all offers. The following clauses also apply to this acquisition: 52.212-4, Contract Terms and Conditions ? Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders ? Commercial Items, which includes 52.203-6, 52.219-8, 52.219-9, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34, 52.222-41, 52.222-42, and 52.222-43; 52.217-8, Option to Extend Services. The period of performance will be from October 1, 2004 through September 30, 2005. This announcement includes all attached addendum. This requirement is for a COTS product; developmental items will NOT be considered. Award shall be made to the offeror whose quote offers the best value to the Government. Proposals must be received by 11:00 AM Eastern Standard Time on September 30, 2004 by regular mail at USDA/FSA/MSD/AMB, 1400 Independence Avenue, SW, Stop 0567, Washington, DC 20250, or by overnight mail at 1280 Maryland Avenue, SW, Suite 580 A, Washington, DC 20250 to the attention of Brad Bumgarner, or by e-mail to Bradley_Bumgarner@wdc.usda.gov.
