JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Narcotics Affairs Section (NAS) in La Paz, Bolivia. The position involves extensive travel throughout Bolivia, divided approximately 75% in travel & 25% in La Paz. The incumbent is the principal policy advisor and coordinator within NAS on issues related to the institutional development of and administrative support to the FELCN, Bolivia?s specialized counternarcotics (CN) police force. The advisor assists the Ground Operations Officer in designing, planning, implementing, monitoring and evaluating NAS support to the FELCN. The incumbent also advises the FELCN and develops strategic plans and policy documents in coordination with officials of the FELCN, the NAS, the DEA, the MILGROUP and other interested parties. The incumbent performs the following specific duties: A. Serve as the NAS project advisor to plan, design and implement a program to develop the institutional capacity of FELCN to foster effective interdiction of trafficking of drugs and precursors. Develop goals, objectives and budgets for the program in accordance with the Mission Performance Plan for counternarcotics, including indicators to evaluate annual performance. Manage operations so that MPP goals are achieved. B. Advise the Ground Operations Officer, as well as the NAS Director and Deputy Director, regarding NAS?s day-to-day support to the FELCN and other elements of the Government of Bolivia (GOB) involved in counternarcotics activities. Recommend changes in policies as appropriate. C. Evaluate requests from the FELCN for operational, logistical or institutional support and recommend course of action to the Ground Operations Officer. D. Work with LEDP Project and MILGROUP to devise an appropriate CN training program based upon a determination of appropriate skill sets needed by FELCN personnel. Participate in regular liaison meetings with interested parties to develop annual training plan and to monitor effectiveness of activities. E. Monitor and review project performance against MPP and LOA goals. Ensure compliance with NAS policy guidance. Perform ongoing/in service evaluations of project progress towards meeting program objectives, providing early notification of potential problem areas. Conduct on-site inspections to perform end-use monitoring to ensure that commodities and financial support are being delivered in timely manner and being properly utilized in accordance with sound professional management principles and practices, meeting applicable USG regulatory standards that prevent waste, fraud or abuse in the use of USG resources. F. Represent NAS domestically and internationally in meetings on all law enforcement issues, as instructed by NAS management. Prepare and present briefings to USG, GOB and third country government officials concerning counternarcotics programs. Coordinate as appropriate at all levels with other USG agencies, GOB officials and international donors. Prepare periodic reports on major law enforcement issues, as well as comprehensive analytical reports. 85% Advisor G. Contribute to development of annual budgets for the FELCN-support projects, at level of detail that reflects requirements for training and logistical, materiel and operational support. Monitor rate of expenditure and recommend budgetary reprogramming as appropriate. H. Contribute to development of annual commodity procurement requirements and provide estimated consumption forecasts for NAS-supported FELCN projects. Contribute to development of annual commodity budget estimates. Work with FELCN counterparts to quantify requirements, ensure validity of type and extent of support provided and take appropriate action to ensure compliance with the utilization of commodities provided in regard to program agreement regulations. I. Coordinate closely with DEA and FELCN units to monitor effectiveness of all the activities, suggesting ways to improve upon them as appropriate. Coordinate with DEA on operational activities, development of budgets and approval of financial and commodity support for FELCN units. 15% Administrative SUPERVISION EXERCISED: The Contractor indirectly supervises all FSNs acting as Program Assistants on NAS projects that directly support the FELCN. SUPERVISION RECEIVED: The Contractor would be under direct supervision of the Ground Operations Officer, receiving indirect supervision from the NAS Director or Deputy Director. Incumbent must use good judgment, creativity and independence in planning work to achieve specific goals and objectives. Informs supervisor of problem areas and presents recommended solutions. Analyses, evaluations and recommendations developed by advisor are normally reviewed by NAS management regarding context of broad policy objectives and program goals; findings and recommendations would normally be accepted without significant change. GUIDELINES: Guidance is provided from Department and Administration policy and directives and operating procedures regarding U.S. international narcotics control matters. Since these guidelines provide only broad guidance, originality, resourcefulness and ingenuity are required to interpret, adapt and apply them to complex program needs and situations. Initiates new or substantially modified methods and procedures that results in significant program changes. II. DESIRED QUALIFICATIONS Candidates must be: A. U.S. Citizen, subject to State Department security clearance. B. Bachelor degree or equivalent experience, with a minimum of five to ten years of experience in either law enforcement or military CN programs and training. C. Extensive knowledge of USG CN program development and administration. Prior experience as a program officer is highly desired. D. Knowledge of USG program management policies, concepts, practices and principles in order to analyze and develop recommendations for program operations and objectives of U.S. international narcotics control strategy are desirable. [The position requires strong management, drafting, analytical and interpersonal skills and encompasses the major elements of program management, including resource management, reporting and analysis, coordination and policy formulation and execution.] E. Knowledge of and skill in using management information systems, to include word processing, accounting, data base management and graphics applications is highly desirable. F. Knowledge of US Embassy organization and complex interrelated activities, as well as familiarity with programs, organization and operations of other USG elements involved in the Counternarcotics programs, particularly the military, is required. G. Knowledge of Riverine operations would be desirable. H. Experience and proven success in cross-cultural negotiations is required. I. Spanish language ability at the equivalent of the Foreign Service Institute level of S3/R3 is required; fluency at the S4/R4 levels is highly desirable. III. BASIC REQUIREMENTS In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at or equivalent to at least the GS-12 level. IV. KNOWLEDGES, SKILLS AND ABILITIES Incumbent must have ability to deal with: COMPLEXITY: Assignments involve organizations, operations, and functions of significant complexity with interrelated programs of both the USG and GOP in a complex international environment. Evaluation may result in the creation of new or substantially modified program objectives and operations. SCOPE AND EFFECTIVENESS: Assignments or objectives sought will involve extensive analysis and investigation to detect and resolve problems, affect several interrelated programs and impact on the efficiency and effectiveness of future international narcotics control operations and programs. PERSONAL CONTACTS: Contractor is expected to maintain close working relationships with all levels of the FELCN and other relevant GOB, as well as with USG personnel of various agencies. PURPOSE OF CONTACTS: The Contractor serves as the principal NAS expert and representative on assigned programs to provide advice and guidance on plans and proposals, to develop suggestions for policy and changes in program operations and to report on meetings and program developments. Contacts often require persuasion, diplomacy and cooperative relationships. RELATIONSHIPS: The Contractor reports to NAS Ground Operations Officer, who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer. The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection, and after concurrency by the Contracting Officer, acceptance of Contractor performance under the contract, including acceptance of progress reports, when appropriate. The COR will coordinate all work with the contractor and review Contractor?s performance at regular intervals. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms or the conditions or waive the Government?s requirements, price delivery, or other terms and conditions. The Contracting Officer must authorize such changes, in writing. V. EVALUATION FACTORS Factor 1. Offeror?s relevant experience in local law enforcement, in particular experience within CN enforcement context, and experience working with diverse, multicultural community groups. Offerors with specific experience working with Bolivian law enforcement will be given an additional five points. (50 points) Factor 2. Offeror?s knowledge of modern police investigative policies, concepts, practices and principles that would allow him/her to analyze and develop recommendations for program implementation and achievement of the objectives of the USG. (25 points) Factor 3. Applicant?s demonstrated ability to perform under the contract. In conducting the evaluation the Government reserves the right to utilize all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from other sources. (5 points) B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
