- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. Contractor to provide the following items: 0001: wInsight, Concurrent, 20 EA. 0002: wInsight Admin, Concurrent, A0 EA. 0003: C/S Glue, MSP98/00/02, Concurrent, 20 EA. 0004: wInsight Web Starter Kit, 2 EA. 0005: wInsight Web seats, 1500 EA. 0006: Briefing Wizard, Concurrent, 20 EA. 0007: Risk+75 EA. 0008: Maintenance and support (12 months) Includes hotline phone support, access to the webbased Footprints customer support center, maintenance releases, and major upgrades All items have a period of performance of 09/30/04 ? 9/29/05. Proposals must price each line item listed above. Ship to: AFMC/FMPC, 4375 Chidlaw Rd,. RM N233, Wright-Patterson AFB, OH 45433- 5006. Delivery required by 09/27/04. FOB Destination. Net 30 Payment Terms. Clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5 shall be included with any offer. This will be a best value award. In accordance with FAR 13.106-2(b)(2), the Government may award without discussions. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements of this RFP based on an integrated assessment of each proposal. This selection will be based on the criteria below. The Government reserves the right to award to other than the contractor with the lowest price. Besides low price, other criteria that will be considered ( in descending order of importance) include: 1. Technical capability 2. Price 3. Past performance Wright Patterson AFB intends to award to: C/S Solutions, Inc., Sales Operations, 10859 Emerald Coast Pkwy #327, Destin FL 32550-7874. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies or services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy Agency requirements due to the proprietary nature of this requirement.
