Description
The U S Environmental Protection Agency [U S EPA], National Environmental Research Laboratory in Las Vegas, Nevada, intends to award a fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors ? Commercial Items and FAR 52.214-4 Contract Terms and Conditions ? Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, will be the lowest priced/technically acceptable. The purpose of this acquisition is to purchase a GC/MS meeting the following criteria I. GC. A. Cryogic cooling. GC can be cooled to sub ambient temperatures lower than -25 deg C. B. Injector (1) conducive to volatile (analyte boiling points from -60 deg C to 250 deg C. GC/MS must be slave to a vacuum distiller (output signal is 5 volt drop). Vacuum distiller is to be interfaced directly (as purge and trap) with 1/16" transfer line. C. A second injector, Split/Splitless injector for direct injections (semivolatile compounds). D. Electronic control of carrier gas (constant flow or constant pressure). E. Electronic flow control able to withstand introduction of a void (~10cc) under vacuum without shutting system off. II. MS A. System sensitivity meets all criteria require for Superfund Contract Laboratory analyses most current statement of work (http://www.epa.gov/superfund/programs/clp/som1.htm). B. Direct injection of BFB at 5ng meets criteria in above statement of work. C. System can operate in full scan and selected ion mode in accordance to above statement of work. D. A turbo-pump for vacuum is required. E. Ion gauge controller is required for vacuum readings. III. Data system A. Windows NT or newer. B. Current NIST mass spectral library C. Interface to allow automatic data processing using method 8261 software. Must be shown equivalent to automated software developed for Agilent Chemstation (http://www.epa.gov/nerlesd1/chemistry/vacuum/methods/software-a.htm). D. CD writer for archival of all data generated. E. USB interface in front and back of computer. F. Two COM lines for interfacing peripheral equipment. G. Hard drive 80 Gbytes or greater. H. Software contains ability to de-convolute mass spectra of co-eluting compounds 1V. Misc A. One year warrantee on all components and software. B. System is readily configured with a commercial vacuum distiller (http://www.vacuumdistillation.biz/) C. Power must be 110-120 volts and less than 60 amp total D. Configuration to be MS on left of GC. IV. Desirable features A. Ability for a remote (~100ft distance) PC to data process on data system. B. Method 8261 software interface made stable through any vendor initiated update/revisions of their data system. C. Flat screen monitor of at least 15" Vendor must supply Federal Tax Identification number, Dun and Bradstreet number, and Central Contractor Registration to be eligible for award. The NAICS code for this procurement is 423490. Any firm who believes it is capable of meeting EPA/s requirement stated herein may submit a response, which if received by October 15, 2004, will be considered. Responses to this posting must be in writing. The estimated magnitude of this procurement is $25,000 - $100,000.
