Description
NASA/MSFC has a requirement for the following individual components manufactured by LMS North America: 3 each 4 channel V/ICP conditioner, Model No. PQA-2; 3 each signal processor module, Model No. SP92-B; and 5 each program 12 channel input module, Model No. V12B. NASA/MSFC intends to purchase these items from LMS North America, Inc., 1050 Wilshire Drive, Troy, MI 48084 pursuant to FAR Part 13.106(b)(1). Competition is impractiable for the following reasons: The items will be installed into MSFC's existing LMS North America SCADAS 305/316 and 317 test data acquisitons mainframes to expand their capability and increase the number of data channels. In order to maintain compatibility with the test data acqusition hardware and software of the existing system, the required components for the upgrade must be acquired from LMS North America. No other individual components from any other manufacturer can interface with the LMS SCADAS 305/316 and 317 test data acquisition mainframes. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 13, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
