Description
Request for Information – Targeting System Closing Date: Close of Business April 19th, 2004 Marine Corps System Command, Program Manager for Training Systems (PMTRASYS), is issuing this Request for Information (RFI) as part of a market survey for a live fire targeting system. The Marine Corps has a current operational requirement to modernize range instrumentation and simulation to increase live fire training capability and effectiveness at the Marine Air Ground Task Force Training Command (MAGTFTC), Twentynine Palms, CA. PMTRASYS plans to acquire the targeting system as a Non-Developmental Item (NDI) acquisition(s). The targeting system will consist of (1) a range control system with both fixed and portable capability, (2) stationary targets, (3) battlefield effects simulators (including sounds, firing signatures, hit signatures, kill signatures, smoke, noise, dust, lights) and (4) MILES compatible shoot back device. The vendor should supply sufficient data (functional and operational characteristics) to address the following technical characteristics: - Range Control System: - Open interface architecture Wireless Communication radio frequency spectrum Proposed frequency, channel spacing, bandwidth, hop rate and mode. All data associated with the Standard Frequency Action Format (SFAF) form. - Current J/F 12 number (DD 1494). - Maximum operating range - After action review of target systems, shoot back devices, battlefield effect simulators in timing, targeting, weaponeering … o Security safeguards (to preclude interference between range control devices) o Scenario planning o Portability o Interface/compatibility with existing targets: - Target Holding Mechanisms/Tank Gunnery (THM/TG) - Caswell. - Target Systems: o Durability o Portability o Emplacement time o Target presentation (in two dimensions, in three dimensions) o Target hit recording capability o Target signature (Thermal, Visible and Infrared spectrum, and Electromagnetic spectrum) o Battery Operated - Shoot back devices: o Durability o Portability o Type of weapons ( small arms, mortars, anti-tank, artillery, air defense, aviation ) o Range for each type of weapons o Firing patterns (traverse, directional, offset capability) o Laser safety classification o Compatibility with MILES 2000 (MCC 97 Standard PMT 90-S002G) o Battery Operated - Battlefield effect simulators: o System safety (compliance and certification) for pyrotechnics, smoke, dust generators o Type of battlefield effects (pyrotechnics-shoot back, armor hit, armor kill, sagger, mines, indirect fire impacts, RPG) o Durability o Portability o Battery Operated - All Systems: o Power characteristics o Size and weight o 29Palms environmental operating conditions ( heat, dust, light, wind ) o Maintainability o Sustainability The vendor will address life cycle supportability (operations, maintenance, technical data, and training). Solicitors must submit performance capabilities and cost estimates (per component) in English measurements and US currency. This request for information in no way implies either implicitly or explicitly that respondents will be compensated in any way by the US Government for information or materials provided. It does not constitute a solicitation and should not be construed as a commitment of any kind by the US Government to issue a solicitation or ultimately award a contract.
