Description
NAICS Code: 541620 The Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Climate Protection Partnerships Division (CPPD), Energy Star Labeling Branch (ESLB) intends to award a sole source fixed-price purchase order using the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Decision Analyst, Inc. Energy Star Labeling Branch (ESLB) promotes the development, marketing, and sale of energy-efficient products through business partnerships and public outreach. Therefore, it is essential that the development of Energy Star product specifications be mindful of market conditions and consumer behavior. Programmable thermostats present a large opportunity of energy savings; however, EPA has found they are often under-utilized and misused due to design. Simply, they are too difficult for consumers to use regularly and correctly. Therefore, Energy Star feels new draft specifications for programmable thermostats supports the design of ?user-friendly' products. To address this concern, we feel we need greater amounts of consumer feedback on what constitutes user-friendliness. We believe this information will help us determine the next appropriate steps for changes to the Energy Star draft specification for programmable thermostats, which has a target launch date of November 1, 2004. Decision Analyst is a recognized expert in both the fields of HVAC and market research using both primary and secondary marketing research methods. Specifically, Decision Analysts will pull information from an already-written base report and then enhance that information by asking tailored questioned to a pre-selected panel of participants. Decision Analysts maintains this panel in order to provide quick turn-around on tailored reports. The NAICS code for this procurement will be 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the closing date of this announcement, will be considered and given adequate evaluation. Responses to this posting SHALL be in writing. A determination not to the compete the proposed requirement based upon this notice is solely within the discretion of the Government.
