Description

The Air Force Flight Test Center (AFFTC), Directorate of Contracting, Edwards Air Force Base, California intends to award a contract to Brigham Young University, Department of Electrical and Computer Engineering, 459 Clyde Building, Provo, UT 84602-4099. This acquisition is to design and build a working prototype of the Space-Time Decoder System. The decoder system is a viable solution to eliminate the antenna masking due to the use of a dual antenna telemetry configuration. The necessary steps for building the decoder include: finalizing the signal processing algorithms (ARTM Tier I Space Time Block Codes) used in the detector; developing and assembling the preliminary hardware design for the decoder; conducting initial integration testing; and performing algorithm architecture trade-offs. Option 1 will include the hardware acquisition, algorithm implementation, integration, and trade-off. Option 2 will include flight testing and data analysis. The project is for 9 months duration and may extend for an additional 15 months for prototype development and to conduct flight test and evaluation. See numbered note 22. This action will result in a purchase to support the The Director, Operational Test and Evaluation (DOT&E), the Test and Evaluation/Science and Technology Field Support Program Office, Edwards AFB, CA. Brigham Young University is the only source identified for procurement of this research. The North American Industry Classification System Code (NAICS) is 541710 and the size standard is 1000. All responsible sources may submit a response, which if timely received, will be considered by AFFTC.
