Contractors may view and/or download this solicitation and all amendments from the Interne t after solicitation issuance. Description of work: The project consists of demolition and rebuild of one barracks and the renovation of one barracks using the R1 Standard Unaccompanied Enlisted Housing Module. Work includes demolition and building and renovating 120-man barracks to match the other phases under construction. The barracks include living/sleeping areas; bathrooms; walk-in closets; service areas; mechanical, electrical, and communication equipment rooms; janitors closets. Project also inc ludes construction of a one-story, 100-man soldier community building (SCB). The SCB includes an activity room, TV lounge, kitchen, laundry room, bulk storage area, and equipment rooms. Options will be included in the contract. The project will be solic ited and procured using Performance Price Trade-Off Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offeror s best technical proposal and best price. Award will be made to an offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. Proposals shall include sufficient deta iled information to allow complete evaluation. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. TECHNICAL FACTORS: FACTOR l - OFFEROR PAST PERFORMANCE. FACTOR 2 - CORPORATE RELEVANT SPECIALIZE EXPERIENCE. This factor is more important than factor 1. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The antic ipated cost range is $10,000,000 to $25,000,000. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about October 19, 2004 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) wi ll be provided.
