- The Commanding Officer, United States Marine Corps, Henderson Hall, Arlington, Virginia, announced today its tentative decision to retain in-house the Base Operating Services for the Henderson Hall Complex. This decision is the result of a competitive process conducted in accordance with Office of Management and Budget Circular A-76. There were approximately 23 military and civilian personnel performing the functions under study. The decision to retain the performance of the functions in-house was made after a detailed study indicated it was more cost effective to continue to perform the functions by reorganizing Governmental personnel rather than by contract. As a result of the efficiencies identified in the study, it is expected that a number of these positions will be eliminated. A 20 day appeal period commences on the date of announcement, Thursday, September 30, 2004 and will continue through close of business Wednesday, October 20, 2004. Appeals of the decision should be mailed or delivered to the Commanding Officer, NAVFAC Washington, 1314 Harwood Street, SE, Washington, DC 20374-5018, Attention: Danny Stubbs. Resolution of any appeals will occur within 30 days following conclusion of the appeals period. Implementation of the Government?s Most Efficient Organization (MEO) will not take place until all appeals are resolved.
