NAICS Code: 422690 October 4, 2004 Procurement Office: U.S. Environmental Protection Agency, Administrative Contract Service Center (3803R) 1200 Pennsylvania Ave, NW Washington, DC 20460 Response Date: October 19, 2004 The United States Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, intends to award a sole source, fixed priced, three-year, Blanket Purchase Agreement (BPA) with General Air Service & Supply of Denver, CO. This noncompetitive action will be processed in accordance with FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy Agency requirements. The purpose of this acquisition is to obtain compressed gases, liquefied gases and associated products for the EPA National Enforcement Investigations Center (NEIC) in Denver, CO. The NEIC Laboratory currently has a contract with General Air Services and Supply for a 1000 liter ORCA tank. General Air Service & Supply is uniquely qualified to meet this requirement, as they are the only known vendor allowed to supply liquid argon to the ORCA tank. No other liquid gas supplier has the right to supply the General Air Service and Supply's ORCA tank with liquid argon. The NAICS Code for this procurement is 422690. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement, will be considered. A determination not to compete the proposed BPA based upon the responses to this notice is solely within the discretion of the Government.
