Description

USFS Rd 99 is a two-lane asphalt surfaced road that provides public access to the Northeast corner of Mt St Helens. Embankment settlement has left the outside lane unsafe for public use. This project will excavate unstable embankment material to a depth of 5 feet (1.52 meters) below the top of the existing asphalt surface and reconstruct the embankment to the original grade. The new embankments will be topped with a lift of crushed rock and a lift of hot asphalt concrete plant mix. Other minor excavation is required. All excavated materials will be hauled to a USFS administered disposal area and placed in a stable pile. Embankments will be constructed of Crushed Aggregate produced by the Contractor utilizing a Government provided material source. Embankments will be topped utilizing Government furnished crushed rock that is stockpiled in the Government provided material source. Three other sites will require the removal and replacement of existing guardrail, posts and terminal end sections. The construction and removal of a structure to provide a water source for compaction of gravel and embankments must meet the requirements of the Jan 2003 MOU between the Wash State Dept of Fish and Wildlife and the USDS FS PNW. See Section J for the provision relative water diversion. Note: Due to Spotted Owl restrictions there will be no activity in Big Creek Quarry between March 1 and June 30. Currently the 99 Rd is closed to public access from Cascade Peak to Windy Ridge. Work area at milepost 14 is currently not accessible to public.
