- LABORATORY TECHNICIAN AND DATA ACCESSION PERSONAL SERVICES CONTRACT The Air Force Institute For Operational Health (AFIOH), Epidemiological Surveillance Division (SDE), 311 Human System Wing, Brooks City-Base, TX also referred, as the “Clinical Reference Laboratory” requires a “Personal Services” type contract. The contractor shall provide 19 laboratory technician and 10 full time and 2 half-time data accession services as described below: Medical Laboratory Technicians (MLT's): The MLT's must test and analyze specimens of human origin and other substances by established scientific laboratory techniques to aid in diagnosing, treating, and preventing diseases or to support medical research. Duties include laboratory test performed throughout the clinical laboratory. These include, but are not limited to chemical analysis using any chemical or physical procedures applicable to clinical chemistry/toxicology as well as microbiological and serological tests. The MLT may assist in the identification of viruses or apply the latest parasitology techniques to recover and identify parasites. The MLT must apply standard serological tests for identifying antibodies specific to diseases. Performs preventative maintenance on laboratory equipment; performs and evaluates laboratory quality control procedures and prepares reagents for use in test performance. (MLT) must perform high complexity testing and must meet personnel standards according to Clinical Laboratory Improvement Act, 1988 (CLIA-88) and the Department of Defense Clinical Laboratory Improvement Program (DoD CLIP). Area of Concentration: Clinical Chemistry (presently 5 MLTs assigned); Clinical Toxicology (presently 1 MLT assigned); Bacteriology (presently 1 MLT assigned); Virology (presently 5 MLT's assigned); Diagnostic Immunology/Serology (presently 4 MLT's assigned); Parasitology (presently 1 MLT assigned) and HIV Testing (presently 2 MLT's assigned). The MLT must be able to rotate in any of the above sections as requirements change. Data Entry (Accession): 9 each and 2 each half-time Data Entry personnel. The Data Entry personnel must be able to type 30 wpm (at a minimum) and must be able to accession 10,000 accessions per month (other than triple marker). Must be flexible and capable of performing both sample processing and data accessioning tasks. Document Specialist [Triple Marker Liaison (DSTML)]: We need one DSTML. The DSTML shall have knowledge of prenatal testing (i.e. triple marker, multiple marker, alpha fetal protein). This is a competitive Time and Materials requirement for 1 year and 4 options for additional one-year requirements. The employees are subject to the Service Contract Act and Wage Determination 94-2521. Current contract holders are Dylantic Contract Management Services, Virginia Beach, VA and Proxtronics Inc. Springfield, VA. Government estimate is $1.1M per year. Performance: 1 Oct 2004 and 30 Sep 2005. Solicitation will be issued on or about 16 Jul 2004. A pre-proposal meeting will be held at 09:00 hours on 21 July 2004 at Building 930, 2730 Louis Bauer Road, Brooks City-Base, TX.
