Description
The Bureau of Labor Statistics (BLS) intends to issue a Blanket Purchase Agreement (BPA) not to exceed $50,000 for Information Technology (IT) on site training as described below. Proposals are being requested by October 14. This announcement constitutes the only solicitation and a written solicitation will not be issued. Orders will be placed against this BPA via the U.S. Department of Labor Training Authorization and Evaluation Form DL 1-101. The vendor will provide the BLS with the following training as required: -- WRITING EFFECTIVE USE CASES: This two-day use case training session will present the concepts and approaches involved in use case modeling. In addition to the basic use case concepts such as actors, use case, use case diagrams, etc., the course will present intermediate to advanced topics utilized on a large project including: how to discover and elaborate use cases descriptions from a high level to detailed representation; how to organize a large use case model; and how to apply include, generalization, and extend relationships as well as other selected use case concepts. The training will also discuss the relationship that use cases have with other requirements types such as business objects, business use cases, non-functional requirements, interfaces and business rules. The training will emphasize a methodology approach for developing and evolving a use case model. Practical examples will be used to demonstrate the concepts and methods presented in lecture. A step-by-step approach that takes a case study from the definition of the high level use cases to an expanded, elaborated use case model will be presented. Hands on workshops will provide students with the opportunity to apply and practice the concepts presented in the course. The vendor will develop and deliver training services for the BLS as follows: <> Developing and providing classroom training in the specified BLS IT-related topics; <> Developing and delivering superior course content; <> Providing a BLS on-site library of current course materials; descriptions, outlines and prerequisites; <> Ensuring that course materials reflect current BLS standards. The BLS has three training rooms in the Postal Square Building (PSB), each of which is equipped with Dell Pentium desktop computers for up to eighteen students. Classes will have a minimum of 8 students and the training will be conducted on-site in the PSB. The vendor will provide all services associated with delivering quality training for system developers, analysts, computer specialists, end-users, managers, and project leaders who require a comprehensive understanding of the subject material. The training is to provide participants with new capabilities to significantly improve the way complex systems are analyzed, designed, developed, and implemented. Offerors must be able to document instructor qualifications and experience in presenting the training described in this announcement. Any questions concerning the training in this announcement must be received by 3:00 p.m. on October 12. BLS will respond to the questions by 3:00 p.m. on October 13. Proposals complete with pricing must be received by 3:00 p.m. on October 14. U.S. Postal Service deliveries to the PSB may be delayed due to special processing requirements. To ensure on-time arrival, all submissions should be transmitted by fax or by e mail to the contacts listed below. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. All correspondence must reference this FedBizOpps solicitation number.
