Description
The U.S. Fish and Wildlife Service (Service) received comments from both interested companies and the Government's Most Efficient Organization (MEO) team on the draft solicitation issued July 16, 2004. The questions/comments received and the Service's responses are contained in amendment no. 5 to this solicitation issued today and available at the website http://ideasec.nbc.gov. After analyzing the comments and the workload data, the Service is modifying the solicitation significantly and extending the time period for the study. Following is an approximate schedule for the solicitation (1) Release final solicitation: February 1, 2005 (2) Proposals and Agency Tender due: June 1, 2005 (3) Award decision: September 1, 2005. Significant revisions include: (1) Removal of workload from National Fish Hatcheries and Fish Technology Centers: All of the workload for the National Fish Hatcheries and Fish Technology Centers (FTC) where Animal Caretakers or Biological Science Technicians (BST) (or both) work has been moved from this solicitation to the Aquatic Species Husbandry solicitation, which is solicitation 982104R052. As a result, approximately 25 hatcheries and FTCs will not appear in the final solicitation. (2) Addition and removal of sites: The Service may add sites that in FY 2003 hired Biological Science Technicians (BST) temporarily for seasonal projects. The Service also may exclude some sites. Because of our ongoing analysis, at this time the Service cannot provide the exact number of site locations that we will include in the competition. A revised list of sites will be posted after it is finalized. Amendment no. 5 contains other revisions.
