- This is a combined synopsis/solicitation for commercial services in accordance with FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. Solicitation Number NCNA0-5-03 is issued as a request for quotation and is solicited under full and open competition. The NAICS code is 541710. According to the recently completed Report of the U.S. Commission on Ocean Policy, in order to justify the large investment required to establish a sustained Integrated Ocean Observing System (IOOS), tangible benefits must result for a broad and diverse user community, including the private sector. The U.S. Commission on Ocean Policy calls for clearer communications regarding the benefits of the IOOS and broader participation in its planning activities. The Commission has proposed that the National Oceanic Atmospheric Administration (NOAA)and the National Ocean Service (NOS)lead efforts to implement IOOS. The U.S. Dept. of Commerce, National Oceanic Atmospheric Administration, and the National Ocean Service require the services of a contractor to conduct a study to assess the roles of the private sector (includes for-profit and not-for-profit non-governmental organizations) regarding the Integrated Ocean Observing System (IOOS) in the waters of the United States and internationally. The assessment shall include an analysis of the roles of the private sector as users of IOOS products and services. The study will also assess the private sector role in the development, deployment and operation of IOOS, including technology development, operations of observing systems or components of systems, data management, and as developers and providers of products and services. The role of the private sector in the governance of IOOS shall also be assessed. Deliverables are as follows: (1) Conduct and deliver a study addressing and assessing means and methods to maximize private sector involvement in the development of a sustained IOOS; (2) Final report (Electronic file in MS Word format) and six (6) bound copies of the report, along with any supporting documentation such as appendices and information gathering in completing the study. NOAA shall retain all rights, copyrights and otherwise, to all Intellectual Property developed as a result of this study. The Period of Performance is November 1, 2004 through January 31, 2005. The resulting purchase order shall be negotiated on a firm fixed price. The award will be made on a best value basis. Best value evaluation factors include the following: 1) Approach ? The likelihood of effectively meeting requirements; 2) Past Performance ? The relevance and quality of prior performance; and 3) Price ? The amount, realism and consistency of the evaluated price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2001-25. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items ? The government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition.
