- This is a notice of intent that the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Central Administrative Support Services (CASC) intends to award a sole source contract to Site Tech, Inc. of Providence, Rhode Island for additional work to correct unforeseen problems with the Indian Lake Fishway, South Kingstown, RI. Site Tech was awarded the original construction contract for the Fishway through Invitation for Bid No. WC1330-04-RQ-0271 and awarded Contract No. WC133F-04-SE-0044. The project was completed in May 2004. The estimated cost to complete is less than $100,000. The work and services required must be completed by 31 December 2004. The work requires minor additional excavation of a dam spillway, additional concrete pouring to increase the height of fishway walls, concrete wall saw cutting, installation of weir board structures, dewatering and water diversion control and minor grading. The intended acquisition is for construction services which the Government intends to acquire from one source under the authority of 41 USC 235(c)(1), Only One Responsible Source since work may disrupt work that was completed previously and the Government wants to avoid compromising any warranty of construction. This synopsis is not considered a Request for Quotations or Bids. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition for the work described herein, that is tied to the work completed in May 2004 would be advantageous to the Government for the procurement. The Government reserves the right to solicit bids based on receipt of affirmative responses to this notice or issue a contract to Site Tech, whichever is determined to be more advantageous to the Government, without further notice. All interested parties must respond to this announcement within (7) seven calendar days of it publication. All responses must be in writing and state firm?s name, telephone number, business size and a brief statement regarding the firm?s capability to provide the construction services.
