Description
The New York District intends to solicit and award a construction project for the Military Entrance Processing command (MEPCOM), located in Niagara Falls Air Reserve Station (ARS), NY, entitled Military Entrance Processing Station (MEPS). The proje ct itself will be solicited competitively under a future solicitation. However, the project includes Brand Name Only components. This notification serves three purposes: (1) to notify potential offerors of the Armys intent to solicit brand name only com ponent under a future construction project and (2) to identify potential sources that can provide the brand name only item and (3) notification of the Armys intent to contract sole source for Brand Name Only systems to include SimplexGrinnell fire alarm c ontrol, Andover Controls (heating, ventilation, and air conditioning (HVAC) energy monitoring and direct digital control system (EMCS)), and Ziphany (gas and electric meters monitoring) as described below. The SimplexGrinell, Andover Controls and Ziphany systems are embedded in the Construction project, which project will be issued competitively. Only the parts of the project requiring SimplexGrinnell, Andover Controls and Ziphany systems will be sole source if no other sources are able to provide a compa tible system. In the event no compatible equipment exists, the Brand Name Only justification will be issued pursuant to FAR 6.3, Only One Responsible Source. The synopsis is for planning purposes and is not a solicitation. This synopsis is the only docu ment that will be published notifying potential offerors of the governments intent. SUMMARY OF REQUIREMENT: The project includes Brand Name only equipment for a fire alarm control panel and network cards manufactured by SimplexGrinnell, HVAC energy monitoring and direct digital control system (EMCS)) manufactured by Andover Controls, and gas & electric meters radio monitoring system. This project with its many state-of-the-art building components requires a reliable receiving and reporting building fire alarm system, HVAC EMCS and gas & electric radio transmitting/ monitoring system. The following has been determined: (1) A microprocessor based fire alarm with local and central reporting and control system is the best and the most economical alternative to be compatible with the existing central base hard wired networked system. The Niagara ARS currently uses the Simpl ex fire alarm central monitoring system. SimplexGrinnel Inc. model Simplex 4010 Fire Alarm Control Panel with network card is the equipment best suited to meet the needs of Niagara ARS. The Simplex 4010 Fire Alarm Control Panel is designed for Government use, is Factory Mutually Approved, and is functionally designed for specific Government fire department operations. SimplexGrinnell Inc. provides 24/7 technical support and in-service training of Installation personnel for operation and maintenance inclusi ve. It is paramount that this system be carefully coordinated to maintain overall system integrity and capabilities. The required features of the Simplex 4010 Fire Alarm Control Panel are as follows: - Fire Alarm Control Panel for up to 250 analog addressable points - Simplified expansion using Simplex T-tapped (2 wire) connectivity - Automatic sensor measurements conversion from analog to a patented SimpleGrinnell protocol and communicated via secure network path to the control panel. - Automatic drift compensation for ambient conditions and maintenance dirty alerts for sensors going beyond selected sensitivity. - In constant communication with the existing networked based Simplex Central System. - Alarm and maintenance signal capability for each input zone/ point. - Reports AC power failure, battery faults and tamper activation specifically. - Returns to normal signal from trouble/ maintenance alarm. - Field programmable by user. - Acknowledges all polls and commands from existing Simplex Central System. - Reports alarms a t programmed intervals until acknowledged by existing Simplex Central System. - Functional remote test capability. - Reports battery charger failure. - Device level ground fault isolation for both short circuit and ground fault isolation for quick pinpointing & correction of ground faults. - Americans with Disabilities Act compliant, United Laboratory listed and FM approved. (2) A microprocessor based HVAC Energy Monitoring and Control System is the best and the most economical alternative to be compatible with the existing central base hard wired networked EMCS system. The Niagara ARS currently uses the Andover Controls cent ral digital EMCS networked based system facility wide. Andover Controls model Infinity CX 9400 building Central Processing Unit Panel, Infinity LCX 810 local control units, Infinity TCX 865 VAV controller with built-in actuator, and Infilink 210 fiber opt ic communications unit to the Central unit are the equipment best suited to meet the needs of Niagara ARS for this facility. HVAC equipment to be monitored and controlled by Andover Controls system are the boilers, chillers, exhaust fans, air supply fans , air handling units, and variable air volume boxes. The Andover Controls HVAC EMCS is designed for Government use, is Factory Mutually Approved, and is functionally designed for specific Government maintenance staff operations. Andover Controls. provides 24/7 technical support and in-service training of Installation personnel for operation and maintenance inclusive. It is paramount that this system be carefully coordinated to maintain overall system integrity and capabilities. The required features of the Andover Controls HVAC EMCS based system are as follows: (a) Central Processing Unit Eclipse CX 9400 (one for the entire building) Ethernet LAN communications supporting other Andover network controllers and SX 8000 workstation over 10MBs Ethernet System coordinator for up to 316 Infinet distributed controllers Four programmable communications ports for flexible interconnect with either RS 232 or RS-485 interface, use selectable baud rates, data bits, parity and hardware hand shaking. Flash EPROM with 8 MB for software updates from the existing central Andover Controls SX 8000 workstation. Real time data logging and trending capability. Programmable battery backup. Modular design with expansion slots for up to 8 input/ output modules. Battery backup by UPS for RAM memory and real-time clock. Use of Andover Controls Plain English TM programming language. (b) Local Control units LCX 810 (for boilers, pumps, air handling units and chillers) Peer to Peer communications. Automatic Stand-alone direct digital control. Universal inputs for flexible control configurations. Form C relay outputs rated at 5 amp 24 VAC/DC, which provides on/off or pulse width modulation switching. Each output has a built-in manual override. Detachable input/ output connectors for easy installation Each local control unit is capable of sensing 8 inputs that can accept digital (on/off), counter (up to 4Hz), voltage (0  10 VDC), or temperature signal. Input/ output expansion port. Use of Andover Controls Plain English TM programming language. Replaceable battery backup for RAM memory and real-time clock. Local display with keypad. (c) VAV box controllers with built-in damper actuator TCX 865 Automatic stand-alone VAV control. Peer to Peer communications. Integrated damper actuator with clutch for temporary disengagement and actuator overdrive protection. Input configuration consists of 2 full range universal inputs that accept voltage (0  5 VDC), digital (on/off), counter (up to 4Hz), voltage (0  10 VDC), or temperature signal, plus on-board air flow sensor. Contains 3 Form A triac-based outputs for on/off or pulse control of lighting, heat and fan units. Communications to unit via Andover controls Infinet bus, twisted pair sh ielded, half duplex RS-485 interface. Programs are loaded from central workstation, LSX lap-top service tool or control processing unit. Use of Andover Controls Plain English TM programming language. Replaceable battery backup for RAM memory and real-time clock. (d) Communications unit Infilink 210 fiber optic (to Central base station) Automatic RS-485 to fiber optic (FO) conversion Dual FO ports for daisy chain configuration Switch selectable baud rates from 300 to 57.6K baud AC input voltage switch-selectable. 115/ 230 VAC Overload protection. Status indicator LEDs. Designed specifically to extend Andover Controls Infinet field bus. (3) A microprocessor based gas and electric meter radio transmission monitoring system is the best and the most economical alternative to be compatible with the existing Ziphany Data Center base system. The Niagara ARS currently uses a Ziphany radio based system installation wide to monitor gas and electric rate consumption for each building. Ziphany model Z2-Box with licensed radio transmission is the equipment best suited to meet the needs of Niagara ARS for this facility. The Ziphany system is designe d for Government use, is factory mutually approved, secure and is functionally designed for specific Government maintenance staff operations. The required features of the Ziphany based gas and electric monitoring system are as follows: - Inputs for 4 digital inputs (dry contacts or DC pulse, 5VDC  80 VDC) in Form A or C. - Continuous data collection. - Secure 5 minute data transmission. - Licensed radio - On-board battery backup including 10 days data storage.
