Description

The Bureau of Reclamation, Grand Coulee Power Office, Grand Coulee WA has a requirement to operate and maintain debris collection facilities for the months of October and November 2004 to complete the FY04 debris collection season. This requirment is unrestricted. The NACIS Code is 488330, size standard is $6.0. Locatiion of the work is near the town of Kettle Falls Washington. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR SubPart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. The Request for Quotation (RFQ) is being issued as 04SQ170168, quote is due October 19, 2004. The RFQ incoporates revisions and clauses in effect through FAC 2001-25. At this time we anticipate a sole source award to Columbia Navigation Inc., 1165 W Cone Dr, Kettle Falls WA 99141. Columbia Navigation has been the Contractor for the past 25 years and has the necessary equipment, resources, and skilled labor to accomplish the work. Following are the applicable provisions and clauses incorporated by reference: FAR 52.212-1 Dated January 2004 Instructions to Offerors-Commercial Items; FAR 52.212-3 Dated May 2004 Offeror Representations and Certifictions-Commercial Items; FAR 52. 212-4 Dated October 2003 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Dated October 2004 Contract Terms and Conditions Required to implement Statutes or Executive Orders-Commercial Items, paragraph b is edited to incorporate the following clauses; 52.222-3 Convict Labor, 52.222-19 Child Labor-Cooperation with Authorities and Remedies, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.222-36 Affirmative Action for Workers with Disabilities, 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans, 52.225-1 Buy American Act-Supplies, 52.225-13 Restrictions on Certain Foreign Purchases, 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. CLIN 0001: Operate and maintain Government-owned facilities for debris collection and disposal, collecting the debris from Franklin D. Roosevelt Lake, and disposing of the debris. The collection facilities are located at the mouth of the Kettle River (approximately River Mile 707), and at China Bar (approximately River Mile 724), and the disposal facility located at Boise Cove, downstream from the mouth of the Kettle River (approximately River Mile 702). The work includes capturing floating debris, containing it with log booms and towing it to Boise Cove, removing the debris from the river and disposing of the debris. CLIN 0002: Debris Disposal for 2004-Approximately 2,000 tons. CLIN 0003: Monitor Facilities and Equipment-December 1,2004 through March 31,2005.
