Description
The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a level of effort, time and materials order to procure engineering and technical support services for the CH-46E series helicopter, under an existing Basic Ordering Agreement (BOA), N00019-00-G-0224. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The technical support specialists require an in-depth knowledge of all CH-46 aircraft systems, aircraft operating environments, Naval Aviation Maintenance and Operations processes and procedures, and Fleet Logistics support requirements. The engineering and technical support specialists will provide technical assistance to the Fleet Support Team (FST) in the following areas: conducting field investigations and product improvement initiatives; providing corrective measures to resolve H-46 Fleet problems as they are identified; providing day-to-day design and analytical engineering in support of the aircraft; providing Change Management, Configuration Management and Data Management support for design changes; providing resolution of technical and maintenance problems and assistance in implementing Safety-of-Flight (SOF) and other urgent remedial actions on fielded H-46 aircraft; supporting the NAVAIR System Safety Working Group; creating Class II drawing changes to accommodate field fixes, vendor-requested changes, and other Class II changes to support spares procurements; conducting engineering investigations on an expedited basis as associated with problems which may affect SOF conditions or adversely affect Operational Readiness and provide recommendations for resolution; and providing engineering support in tear-down, inspection, and evaluation of H-46 Category I and II Deficiency Reports Inspection and evaluation of the exhibits required to identify failure symptoms and accomplish a detailed failure analysis, if necessary. The Boeing Company is the sole designer, developer, and manufacturer of the H-46 series helicopter and the only firm that possesses the knowledge, experience, technical expertise and technical data required to perform these efforts.
