Description
NAVAIR Lakehurst plans to issue Request For Proposal N68335-04-R-0117 on or about 1 November 2004. The requirement is a Common Geopositioning Software Toolset (hereafter known as the Common Geopositioning Services (CGS) Project). This formal solicitation is the follow-up to draft documents released on the NAVAIR web site prior to the CGSP Industry Day held at Patuxent River on 29 July 2004. The CGS Project is the initial step in the migration to a single common geopositioning services ?engine? for all military services. CGS will be capable of supporting the precise geopositioning needs of present and future precision guided munitions, within the deliberate and time sensitive targeting (TST) timelines. The CGS Project will include the development of the following modular capabilities/functions: 1. A common geopositioning services software toolset (engine) 2. A COTS-based integrated imagery viewer, called the CGS-Integrated Viewer 3. An Electronic Light Table (ELT) Application Program Interface (API), which will allow 3rd party commercial ELT vendors to access the CGS software toolset from with in their own ELT 4. A J2EE compliant API, which will allow DCGS Integration Backbone (DIB) compliant systems to access the CGS software toolset This contract will include option periods which will include sustaining engineering, as well as, incorporating /developing new precise capabilities as defined by the Military Services. Proposals in response to the solicitation will be due approximately 30-45 days after issue date. Specific dates will be included in the solicitation. The Government anticipates a combination Cost Plus Incentive Fee/Cost Plus Fixed Fee type contract. A Best Value method of evaluation will be utilized to select the single awardee. Delivery completion by 180 days after date of contract. The potential offerors will be required to have U.S citizen staff personnel with TS/SCI clearances and facility and storage capability in accordance with the NISPOM (DOD 5520.22-M) by contract award.
