Description
NAICS Code: 541512 Request for Comment The Environmental Protection Agency's Information Resource Management Procurement Service Center proposes to procure contractor support for the Office of Human Resources, People Plus Human Resources Application System (PHRAS). This follow-on contract is a competitive set a-side for eligible 8(a) firms. It is anticipated that the resultant contract type will be an Indefinite Delivery/Indefinite Quantity Contract, with a one-year base period and two 1-year option periods. This is a request for written comment only, on the DRAFT Statement of Objectives (SOO), posted at EPA HPOD website http://www.epa.gov/oamhpod1/adp_placement/phras/index.htm. The purpose of this announcement is two-fold; to identify eligible 8(a) businesses and to elicit questions and/or comments on the DRAFT SOO. Interested offerors should submit a brief capability statement, so that a determination can be made regarding their ability to perform this procurement. Limit your submission to no more than 2 pages. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW-UP INFORMATION REQUESTS. The SOO requirements fall under NAICS code 541512. Interested 8(a) businesses must demonstrate their capabilities to perform in the tasking areas listed in the SOO for the following key subject areas:. project management, systems integration management, system development and implementation, training, and system operations and maintenance. At a minimum, each 8(a) business shall perform at least 51% of the labor hours as the prime contractor. Capability statements and questions must be submitted, via e-mail, no later than 10/21/04 at 4:00 EST to the Contract Specialist at redmon-johnson.iris@epa.gov.
