Description
NAICS Code: 333618 Cummins ISB 260 Horsepower Engine including Service/Diagnostic Parts Manual and a Copy of the Cummins Diagnostic Software (INSITE) with All Accessories In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, Office of Air and Radiation, Laboratory Operations Division (NVFEL) in Ann Arbor, Michigan is seeking to procure (1) a Cummins ISB 260 Hp Engine, (2) a copy of the Cummins Diagnostic software (INSITE), and (3) accessories regarded to run the software. The Certification and Compliance Division (CCD) and the Laboratory Operations Division (LOD) of the National Vehicle Fuel and Emissions Lab (NVFEL) are implementing a round-robin testing program to correlate the testing at the EPA's NVFEL lab with engine manufacturers own emissions labs. The EPA is procuring a Cummins ISB engine for this program because it offers a power rating that is compatible with our three HD test cells. Also one of these engines will replace a development engine of the same make and model that is currently being used at the NVFEL for technology development. The EPA has developed specific emissions control technologies on this particular type of engine and wants to continue using it for this development work. This make and model of engine will also provide a more reliable and stable test for the round-robin testing program at this level. This acquisition is designated as a small business set-aside under NAICS code 333618. A written RFQ, PR-OH-05-00017, is anticipated to be issued on or about October 19, 2004. Interested and responsible sources may submit a quotation in response to the RFQ which shall be considered by the Agency. The Government will award an order resulting from the RFQ to the responsible offeror whose offer conforming to the RFQ, meets the minimum requirements of the Statement of Work (SOW), schedule and delivery. The order resulting from this acquisition will be firm-fixed price. This office does not intend to mail hard copies of the RFQ, but will provide electronic copies upon request.
