Description
NASA/GSFC has a requirement for a High Performance Computing (HPC) User Forum Membership and HPC User Forum Research. NASA/GSFC intends to purchase the items from the International Data Corporation (IDC). The HPC User Forum was founded as a joint activity between the DoD HPC Modernization Program Office and NSA. Its purpose is to foster a collaboration between Government Agencies and HPC Vendors to improve the health of the HPC industry. IDC was selected by the founders of the HPC User Forum to facilitate the forum and facilitate the semi-annual meetings. NASA is joining an existing organization of Government Agencies; the service that is being acquired is membership in the HPC User Forum. The HPC User Forum Research is supporting a study of the capabilities of the largest HPC systems in the world. The initial founders of the study selected IDC to perform the study. NASA was invited, along with other Agencies, to support the study after its initiation, in order to expand the scope and completeness of the study. NASA is joining in an expansion of an existing activity; the product that is being acquired is the result of the entire HPC Capability Study. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 15, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
