Description
Furnish all labor, material, and equipment necessary to install a standard wet pipe, automatic sprinkler system in Building #7 at U.S. Coast Guard Facility Tongue Point, Astoria, Oregon. Work includes, but is not limited to, the following: provide a new fire hydrant and isolating (gate) valve; six-inch water main; new Reduce Pressure Detector Assembly; cut and trench pavement; disconnect and remove existing fire diction system; design and provide standard wet pipe automatic sprinkler system; provide installation drawings; hydrostatically test sprinkler piping; disinfect new and existing water piping; provide new sidewall exhaust fan; and provide instruction to Government Personnel. The estimated cost of this procurement is between $100,000 to $250,000 (CONSTRUCTION BIDS ONLY). Performance period is 120 calendar days after receipt of Notice to Proceed. The applicable NAICS code is 238220. Small Business size standard is $12 million. This solicitation will be issued as a 100% small business set-aside; however, in conformance with FAR 19-1300, this acquisition is being considered for HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition, please provide the following information to the Contracting Officer not later than ten (10) calendar days after the posting of this notice: (1) SBA certification of HUBZone eligibility, (2) capability statement of your firm to include the number of years of experience with the installation of fire protection systems and information on the 3 most recent contracts for installing fire protection systems, (3) a positive statement that your firm intends to propose on this acquisition. Based upon responses the Contracting Officer will make a determination regarding HUBZone set-aside. If there is not a reasonable expectation of adequate competition among HUBZone concerns, the acquisition will be conducted as a 100% small business set-aside. Award of contract from this solicitation will be made on the basis of Best Value to the Government using past performance and price. The Government reserves the right to award a contract to other than lowest price offeror. All responsible sources may submit a proposal, which will be considered. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's) The Department of Homeland Security (DHS), offers working capital financing and bonding assistance for transportation related contracts. DHS's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DHS's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000.00 with interest at the prime rate.
