Description
US EPA's Office of Acquisition Management is conducting market research to determine whether there are small businesses capable of performing technical support work for the EPA Office of Environmental Justice (OEJ). A capable small business must have the technical and personnel capability to perform at least 51% of the labor hours and team members or subcontractors to perform the remaining hours. The small business firm must be capable of providing support in the following key areas: (A) Quick Turnaround Task - short response work issued by Technical Directive not exceeding $20,000.00 but which must be accomplished quickly; (B) Meeting Support - to include pre-meeting, onsite meeting, and post meeting support, as well as update of OEJ distribution lists; (C) Technical Studies and Environmental Justice Assessments - to include such tasks (examples only) as measuring integration of environmental justice into EPA Headquarters and Regional office policies, programs and activities; and environmental justice action plans assessment study to determine opportunities to integrate environmental justice into the Agency strategic and operating plan processes; (D) Special Projects - to include such tasks (examples only) as assisting EPA and OEJ in developing a methodology for measuring how effective the Agency's activities are with respect to addressing environmental and/or public health issues for all communities; and assisting EPA and OEJ in identifying a methodology for assessing the performance of the Collaborative Problem-Solving Cooperative Agreements Program (see http://www.epa.gov/compliance/environmentaljustice/grants.html for more information); and (E) Technical Support - to include such tasks (examples only) as maintenance of electronic web-based information (see http://www.epa.gov/gis for more information); development of Environmental Justice Assessment Tool (enhance existing tool and identify additional databases for inclusion); and maintain and update Environmental Justice Bibliography (see http://www.epa.gov/compliance/environmentaljustice/publications for more information). All small businessess with the appropriate technical and personnel capability are invited to submit a Capability Statement. The Capability Statement must (1) address the firm's technical and personnel experience as it relates to all key areas A - E; (2) provide examples of relevant technical and personnel experience; and (3) identify the task areas it will achieve using in-house staff and the task areas it will achieve using team members or subcontractors. The Capability Statement must be no more than ten (10) pages, single-spaced, size 12 font and must contain only the information requested by this posting. DEPENDING ON THE RESPONSES TO THIS MARKET RESEARCH ANNOUNCEMENT, THE REQUIREMENT WILL BE SET ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. No feedback or evaluations will be provided to companies regarding their individual Capability Statements. The information requested by this announcement is for information purposes only; no contract will be awarded as a result of this announcement. The Capability Statements must be in writing and sent via email to schermerhorn.tiffany@epa.gov. The response due date for Capability Statements is October 29, 2004 and no responses will be accepted after that date.
