Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-25. This requirement is 100% set-aside for small business. The North American Industry Classification System (NAICS) code associa ted with this acquisition is 423610 and the small business size standard is 500 employees. Item 0001: 20KW Generator, Quantity required is seven (7) each. The description of requirements for the item to be acquired follows: 20KW Generator, 4 Cylinder Turbo-charged Diesel Engine, 60Hz 28VDC Start System, 24V glow plug preheat system, Flame start optional, Operating temp. of -25 degrees F to 120F, Derate: 3.5% per 1000ft above 4000ft, ASSYNCHRONOUS generator, 4 cylinder Kubota engine, 3 phase, 208/1220V, Automatic shutdown emergency for low oil reassure and temp, high coolant, windings, short circu it overload, Dimensions- 61x25.25x56.5 weight- 1700 lbs, Fuel Diesel, DL-1, DL-2, JP-8, Consumption- 1.5gal/Hr. New digital control panel, and water cooled alternator and engine. The generator must be encapsulated in a stainless steel or aluminum sound s hield. The capsule will be of such construction on the generator system as to prevent the entry of any external contaminating elements on any side or opening of the generator. The control panel shall be a digital remotely installable panel that is program mable and allows for manual adjustment of the following parameters: engine temperature, RPM, high/low voltage, high amperage, oil pressure, and maximum load inductive and resistive. MFG Fischer Panda Defense International, brand name or equal. Item 0002: LECU 5-ton ECUs, Quantity required is seven (7) each. The description of requirements for the item to be acquired follows: Power 208 VAC, 3 phase, 5-/60Hz 5 wire control, Power 120VAC, 1 Phase, 50/60Hz, Power and Control Connections; MS Connecto rs, High pressure blower, lock and stack 2 high NBC Compatible Duct connections, Fork Lift Pocket, Internal Storage for Cable and Hoses, Continuous Run/Hot Gas Bypass, Soft Start, Freeze protection, Remote control box, Supply/return ducts, connectorized ca bles, Optional 20' standard length of insulated ducts in OD green with clamps. MFG Fischer Panda Defense International, brand name or equal. FOB destination. Delivery and acceptance points will be Fort Hood, TX 76544. Delivery date: Not later than 12/15/04. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The simplified acquisition procedures of FAR 13 will apply to this acquisition. Quotations shall be evaluated in accordance with FAR 13.106-2 --Evaluation of Quotations or Offers. The contracting officer shall evaluate quotations inclusive of transportation charges from the shipping point of the supplier to the delivery destination. Quotations shall be evaluated on the basis of the price of the quoted brand name or equal in accordance with FAR Clause 52.211-6. All quotations quoting the aforementioned items shall be considered. Quoters are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quotation. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items , applies to this acquisition and the following clauses cited in that clause apply to this acquisition: 52.219-6, 52. 222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-9, 52.225-3 Alternate I, 52.225-13, 52.225-15, 52.232-33, 52.232-36. The clause 52.249-1 Termination for Convenience, 52.000-4058, 52.000-4087 and 52.203-6, Alternate I, Restr ictions on Subcontractor Sales to Government applies to this acquisition. All quotes are require one of the following payment methods clause 52.000-4047. The clause at 52.204-7004 (Ref) and 252.212-7001, Contract Terms and Conditions required, applies to this acquisition and the following clauses cited in that clause apply to this acquisition: 252.225-7001, and 252.225-7036. All quoters wishing to submit a quotation are required to register in the Central Contractors Registration (CCR). If not already registered, vendors should immediately register with CCR by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. C ontractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Failure to register may make a quoter ineligible for award.
