Description
On or about November 3, 2004, Amendment No. 13 to NASA Research Announcement "Research Opportunities in Space Science" (NNH04ZSS001N) will be posted on its homepage Web site at http://research.hq.nasa.gov/code_s/nra/current/NNH04Zss001N/index.html that establishes a new Program Element B.22 in Appendix B entitled "In-Space Propulsion Program ? Cycle 3A." The goal of the In-Space Propulsion (ISP) program of the NASA Science Mission Directorate (SMD) is to develop advanced propulsion technologies for use beyond Earth orbit that enable or reduce trip times, mass, and/or cost associated with NASA science missions to the outer planets, satellites, small bodies, and other solar system destinations. This solicitation (Cycle 3A) continues a series of solicitations to support the ISP program. This solicitation is not intended to provide flight hardware utilized for a specific mission, but to develop technologies that may enable missions to be planned that might otherwise be considered untenable. In particular, Cycle 3A specifically solicits proposals for technology development under the following advanced ISP technology areas: Solar Sails Advanced Chemical Momentum-eXchange/Electrodynamic Reboost (MXER) Under each of the above technology areas, there are one or more subtopics for which proposals may be submitted. Notices of Intent to Propose are due December 3, 2004, and proposals are due February 4, 2005. Further information about this new Program Element is available from James R. Robinson, Program Executive, Mission and Systems Management Division, Science Mission Directorate, NASA Headquarters, Washington, DC 20546-0001; Telephone: (202) 358-2543; FAX: (202) 358-3097; E-mail: James.R.Robinson-1@nasa.gov. This is a broad agency announcement as specified in FAR 6.102 (d) (2). Notwithstanding the posting of this opportunity at FedBizOpps.gov, Grants.gov, or at both sites, NASA reserves the right to determine the appropriate award instrument for each proposal selected pursuant to this announcement.
