Description
This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation, OPM-RFQ-05-0001DHD, is issued as an unrestricted Request for Quotations (RFQ). The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 01-25. Federal Acquisition Regulation (FAR) clauses and provisions are available via internet address: http://www.arnet.gov/far/. The purpose of this procurement is to obtain a meeting and lodging facility to house a twelve day training program operated by the Office of Personnel Management?s Federal Executive Institute (OPM). The facility shall include free parking, meet all requirements of the Americans with Disabilities Act standards for accessibility of meeting and sleeping rooms, and comply with the requirements of the Hotel and Motel Safety Act, and assign only non-smoking meeting and sleeping rooms under this contract. In addition, the Contractor shall provide the following Contract Line Item Numbers (CLIN): CLIN 0001 Lodging ? twenty-five (25) Single-Occupancy Rooms for a total of eleven (11) days, covering the period from November 29, 2004 (check in day) thru December 10, 2004 (checkout day). The lodging facility shall be located within ten miles of Charlottesville, VA. Each day, the Contractor shall provide all lodging rooms with clean linens, housekeeping, local telephone, cable television services, and parking. Each room shall be of equal quality. CLIN 0002 Meals - Breakfast, lunch and dinner for twenty-five (25) persons for the duration of the program (except dinner on December 10, 2004. Meals must be of high quality, offer a wide variety of choices, and accommodate any special dietary needs guests may have (e.g., low salt, Kosher, or vegetarian). CLIN 0003 ? Break Service Requirements ? Mid-morning and mid-afternoon break service that includes regular and decaffeinated coffee, tea, sodas, juice, bottled water, and a light snack. CLIN 0004 ? Small Conference Room - seating up to ten (10) persons with twenty-four (24) hour access. CLIN 0005 ? Audio Visual Equipment - with on call technical assistance during daily sessions as follows: data/video projector, VHS video player, DVD player, PA system with microphone which provides sound reinforcement for DVD, VHS and laptop PC, three flip charts and technical support person. In addition to a complete description of CLIN 0001 through 0005, quotations shall include the address of the lodging facility, all available amenities, check-in/out-times and CANCELLATION POLICY before and during occupancy. All costs for lodging, meals, and incidental expenses related to this agreement may not exceed maximum daily per diem rates in effect at the time of travel as set forth in the Federal Travel Regulation for travel in the contiguous United States. OPM will award a contract resulting from this solicitation to the responsible Contractor on a best value basis whose offer conforms to this solicitation and is the most advantageous to the Government, considering quality, location, cancellation terms and conditions, past performance and price. Since the award may be made without discussions, the Contractor?s initial quote must contain the Contractor?s best terms from a price and technical standpoint. THE CONTRACTOR SHALL INCLUDE THE LODGING FACILITY FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) NUMBER, WHICH IS REGISTERED WITH THE U. S. FIRE ADMINISTRATION. The provisions at 52.212-1 Instruction to Offerors-Commercial Items (JAN 2004), 52.212-4 Contract Terms and Conditions- Commercial Items (OCT 2003), 52.232.33 Payment by Electronic Funds Transfer-Central Contractor Registration (OCT 2003), and 52.215-5 Facsimile Proposals (Oct 1997) apply to this solicitation. The provision at 52.212-3, Offeror Representations and Certifications Commercial Items (May 2004), (Attachment A) shall be completed and submitted with the quotation. CONTRACTORS MUST READ, COMPLETE AND PROVIDE ALL INFORMATION IN THIS SOLICITATION AND PROVISIONS OF ALL CITED FAR CLAUSES IN THEIR QUOTATIONS. Quotes are due no later than November 1, 2004, 3PM EST, at the Office of Personnel Management, Contracting Group, 1900 E Street, NW, Room 1342, Attn: Dorsey H. Delavigne, Washington, DC 20415. Questions should be directed to Mr. Delavigne by email at: dorsey.delavigne@opm.gov . Your quotations shall consist of an original and three (3) copies of the technical proposal; and an original and one (1) copy of the pricing proposal. No cost information shall be included in the technical proposal. The pricing proposal shall be completely separate from the technical proposal. The proposal will become the property of OPM and will not be returned. If the proposal contains information you do not wish disclosed to the public or used by the Government for any purpose other than evaluation of the proposal, such restriction shall be clearly indicated on each sheet containing such information. Due to delays associated with irradiating mail prior to its delivery to Federal offices, it is recommended that quotations be delivered to the above address either email, by private courier or by commercial overnight delivery services such as Airborne Express, DLS, Federal Express or UPS. Contractors are solely responsible for ensuring their quotations are received at the designated place and time for receipt of quotations.
