- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (Large Business, HUBZone 8(a), 8(a), HUBZone, and Small Disadvantage Business) relative to the NAICS Code 541690. The small business size is $6,000,000 annual average recepts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The intended contract shall provide for a one-year base period with the Government having the option to extend the contract in one-year increments for four option years. After review of the responses to this sources sought announcement a solicitation announcement may be published in the Federal Business Opportunities at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under the NAICS code? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm certified under Section 8(a) of the Small Business Act? 4) Are you considered a certified HUBZone firm? 5) Are you considered woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7) Is your business a large business? In addition, please provide a capability statement addressing your organization?s ability to perform as a prime contractor the work described below: Domain I-V Domain I: Policy Analysis, Development and Implementation Capability to gather information and conduct analysis of targeted policies relating to substance abuse treatment, substance abuse prevention, mental health and co-occurring disorders and other policy issues relating to SAMHSA?s mission and priorities at the local, state, national, and international level as specified by the Government.Demonstrate substantive knowledge with respect to the various substance abuse treatment, substance abuse prevention, mental health and co-occurring disorder policies under SAMHSA?s areas of responsibility. Capability to prepare; demographic characteristics and population projections, financial and service projections, service and system outcome projections, current and future trend projections, manipulate data sets of various sizes and complexities, statistical expertise to apply appropriate analytical methods and procedures to conduct statistical analysis, prepare trend and projection reports.Analysis shall include but not be limited to; development of alternative approaches, pros and cons of various approaches, future trends, present and future problem areas, and possible solution sets. Domain II: Program Analysis, Development and Implementation Capability to gather information and conduct analysis of targeted programs relating to substance abuse treatment, substance abuse prevention, mental health, co-occurring disorders and other program issues relating to SAMHSA?s mission and priorities at the local, state, national, and international levels. Demonstrate substantive knowledge with respect to the various substance abuse treatment, substance abuse prevention, mental health and co-occurring disorder programs under SAMHSA?s areas of responsibility. Capability to; organize and conduct focus groups, technical work groups, provide appropriate consultant support, prepare and conduct survey instruments, analyze information gathered from survey instruments, conduct meetings and conferences, prepare demographic characteristics and population projections, financial and service projections, service and system outcome projections, current and future trend projections. The capability to manipulate data sets of various sizes and complexities, the statistical expertise to apply appropriate analytical methods and procedures to conduct statistical analysis of the information, prepare trend and projection reports, develop clear statements of the current issues by compiling qualitative and quantitative data, reviewing and and future programs at the local, state, national, and international levels, and deliver program support to the Government and stakeholders using a variety of methods such as; on site training and technical incorporating previous program/issue statements, previous projection analysis, conducting literature reviews, and other relevant information as appropriate. The capability to develop programs to solve a variety of problems related but no limited to; service delivery, financial and structural capacity, systemic, organizational, resource problems, training and technical assistance requirements as relates to SAMHSA?s present assistance, product development and dissemination, web based dissemination, work groups, meetings and conferences. Domain III: Data Acquisition and Analysis Capability to formulate study hypothesis, questions, develop study designs, develop sampling and survey designgs, design analysis plans for complex data sets based on current accepted methods of sampling, survey and analysis. Capability to to identify existing sources of information(databases), conduct literature reviews of relevant research, reports, and other documentation relating the specific task/study/issue, in the federal, state, local, and private sectors. Determine the quality, completeness, and accessibility of existing databases, determine the technical aspects of extracting data from them and/or incorporating the existing data into new databases, and engage these databases in an efficient and cost effective manner to access the data. Capability to construct new databases to incorporate and integrate data sets extracted from existing databases, prepare data collection plans, define data elements, develop data collection instruments, psychometric properties, scales, etc. Capability to conduct large-scale data collections (10,000 organizations and/or 35,000 individuals), collect data through the Interned, on computer disc or CD ROM, or on paper forms, perform complex sampling, weighting, and imputing procedures, conduct analyses of databases, prepare frequency, percentage and rate distributions, summary charts and tables, or other statistical products as required, and perform complex analysis of data sets using logistical regression and other analytical techniques. Domain IV: Feasibility, Pilot and Evaluation Studies The capability of designing and executing feasibility and pilot studies, to identify key components of feasibility or pilot studies, identify units that will participate in the study, develop a sampling procedure, and collect both qualitative and quantitative information on unit performance in the study. The capability to conduct evaluation studies at the project or program level, design and/or execute evaluation studies, measure relevant aspects of performance, develop the questions to be addressed by the evaluation study, design an evaluation study instrument capable of successfully answering the questions posed, identify the key factors critical for its successful replication, collect both qualitative and quantitative information, analyze the information including the effectiveness of the knowledge transfer efforts. Recent efforts at national, state, and local health reform associated with managed care in both the public and private sectors have implications for approaches taken to enrolled populations (e.g., treatment and early intervention activities; information on health status); for new system and organization designs that are emerging (e.g., performance based organizations); and for financial reforms that are currently underway (e.g., reform of Medicaid and Medicare; movement to reduced fee for service and capitation systems). The capability to conduct analyses with respect to any of the general areas identified above. Demonstrate substantive knowledge in reform and managed care of behavioral health care systems, methodological knowledge of how to conduct qualitative and quantitative analyses, and policy knowledge with respect to how knowledge can be translated into policy options. Domain V: Technical Assistance and Training The capability to evaluate, establish,and maintain technical assistance and/or training programs to provide a variety of assistance and training in one or more programmatic areas targeted by SAMHSA. These areas include, but are not limited to, managed care, state, sub state, and local treatment, prevention and mental health systems, workplace programs, and other co-occurring disorders associated with substance abuse. Capability to develop training materials and mechanisms using advanced methodology and technology including needs assessment, program planning, selection of best practices, science-based approaches to treatment, violence prevention, managed care, cultural sensitivity, performance measurement, evaluation, etc. Capability to provide technical assistance and training to public and private purchasers and consumers of services, families, public health agencies, national organizations, providers, employer organizations, accreditation associations, the managed care industry, researchers, evaluators, business, and labor organizations, advocates and other substance abuse and mental health constituency groups, state, territory, jurisdiction, sub state (e.g., county), and local government officials, tribal government representatives, representatives from federal agencies, and others. The cabability to use social marketing and health communications techniques tailored for cultural competence and language translations as needed. This is not request for proposal and in no way obligates the Government to award any contract. Responses to this sources sought announcement will not be considered adequate responses to the solicitation, a request to be added to a prospective offerors list or to received a copy of the solicitation. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources announcement. No solicitation is currently available.
