- The Naval Air Warfare Center, Aircraft Division Lakehurst NJ is seeking to procure Gaseous Oxygen Servicing Cart designed to service gaseous Oxygen systems on US Navy aircraft. Solicitation N68335-04-R-0067. The procurement includes 3 each First Article Test units, and options to procure 417 production units over 2 to 3 years. Delivery of the FAT is within 90 days after date of contract, and delivery of the production units are to be at a rate of 40 per month commencing 90 days after approval of FAT. A firm fixed price contract is planned, with award made based on best value as determined from the written proposals and product demonstration evaluations. The product demonstrations will be conducted at the vendor’s facility within 60 days following release of the Request for Proposals. The cart shall be a 3 wheel trailer mounted unit capable of storing Oxygen gas and dispensing Oxygen gas at the required pressures and flow rates to Oxygen systems on Naval aircraft. The Oxygen gas being stored and dispensed will be in accordance with MIL-PRF-27210G, Type I. The cart shall be designed to dispense Oxygen gas to naval aircraft oxygen systems based on pressure differential between the cart and oxygen system being serviced; pressure boosting shall not be used. The cart shall be designed and constructed for outdoor storage and use. The cart shall have six Oxygen gas cylinders capable of storing Oxygen gas to a pressure of 2400 PSIG. Each Oxygen gas cylinder shall be capable of storing 400 cubic feet of Oxygen gas at 2400 PSIG. The Oxygen gas cylinders shall be in accordance with RR-C-901D, Type I. All six cylinders shall be manifolded together. An Integrated Logistics Support (ILS) package is required. The government requires a commercial technical manual with illustrated parts breakdown (IPB), training materials, calibration procedures, and spare parts support. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government technical, past performance, and price considered. The solicitation, with details of the technical proposals required to be submitted, will appear on the NAVAIR homepage located at http://www.navair.navy.mil. Select “Business”. Then “Doing Business with us” and “Open Solicitation.” No solicitations will be mailed and no hard copies of solicitations will be made available. Responsible sources are advised to monitor the web site listed above for RFP release and RFP amendments, as necessary. The estimated release of the RFP is 30 Mar 2004, with a closing date of 30 April 2004. Phone, fax or e-mail requests for RFPs will not be accepted. The Government anticipates a firm fixed-price award as a result of this solicitation. All responsible sources may submit a proposal, which shall be considered by the agency.
