- The Government is seeking professional design services from an architect engineering and healthcare planning services firm to develop working drawings and specifications for Emergent Care Center/PERC, located at the University Drive Site, Pittsburgh PA 15240. The services to include but not limited to Site investigation, architectural, structural, environmental, electrical, HVAC, fire alarm, miscellaneous mechanical, asbestos abatement/monitoring and site modifications. AE shall develop contract drawings and specifications, provide construction period services to include review of submissions, RFI's and recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings. A/E will respond on site within a two-hour period when requested and provide Infection Control Risk Assessment (VA memorandum EC-43) as required for construction to renovate Building #01, 1st floor University Drive Division for Emergent Care Center and PERC. Currently the Emergency Care and Dental Suite occupy the area for the new ECC/PERC. The proposed area to be included in the scope of the project is approximately 7,800 SF in the north wing. The project involves renovating existing dental clinical space and the existing emergency care area into a new Emergent Care Center and Psychiatric Admissions Center. The project will include improving the ambulance accessibility to the emergency doors and registration psychiatric admissions. The project will also address nonrecurring maintenance items such as removal/replacement of asbestos containing materials (i.e. floor tile, pipe insulation), replacing lights, ceilings, updating finishes and modifications/replacement of existing HVAC and new HVAC throughout the area. Design shall be in compliance with all applicable building codes and VA design standards. The design should review all existing ECC space including the space adjacent to Primary Care (that will not remain as ECC space after the project). The design should consider workflow to ensure staffing efficiencies, coordinate with active projects ? Business Project and the Major Construction. Designs will include compliance with all applicable building codes and VA design standards. All designs will be compliant with space criteria referenced in VA Handbook 7610. The A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations (known items already identified do not need re-tested), bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications that are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NSPA, BOCA, VA Handbook 7610 space criteria and VA Program Guide PG-18-14 "Room Finishes, Door and Hardware Schedule". The architect-engineer will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify all dimensions, wall layouts, etc. and every aspect that relates to the project, coordinate visits with the Project Engineer. A/E shall prepare schematic and design development to include drawings, cost estimates and specifications. A/E will provide five review design sessions: Schematic, 25%, 50%, 90% and 100%. Final construction documents to be completed no later than 120 calendar days. A/E must be proficient in the use of Auto Cad 2005 and Microsoft Word 2000. Estimated cost of construction is $1,000,000.00 - $2,000,000.00. Area of consideration FOR THE ENTIRE PROPOSED A/E TEAM is restricted to within 60 miles of the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Those interested firms, both small and large, within the area of consideration shall submit their qualifications and past performance in triplicate on SF 330 (Architect Engineer Qualifications) and for any consultants, on SF 330 Extra Sections E and F to the attention of Kathleen Grundza (Contracting Officer) 04A1-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. The NAICS code is 541330 with the small business size standard of $4.0 million. Due date for SF 330 is November 25, 2004 at 1:00pm. Award will be made to the A/E judged by the VA to be the best qualified for the project. See Numbered Note 24. Applicants will be rated based on the relevant experience, assigned individuals, the applicants capacity to do the work, evaluation of knowledge of healthcare facilities and prior successful experience designing projects of this size, nature and cost.
