Description

The Naval Air Systems Command (NAVAIRSYSTCOM) intends to award a sole source contract to Diverse Technologies Corporation (DTC), 8233 Penn Randall Place, Upper Marlboro, MD 20772-2605. This sole award will be made to upgrade the already existing Test and Evaluation Community Network (TECNET) system, an integral component of the Warfighting Architecture Requirements (WAR) tool. The contract requires expert support services in the area of administrative support, application development and integration, database design and integration, and security planning and monitoring. The requirement involves an end goal of demonstrating a working Service Oriented Architecture based upon the emergent concept of the semantic web. A sole source acquisition is required under the authority of FAR 6.302-1 and 10 U.S.C. 2304(c)(1) due to DTC?s unique experience, specialized training, and critical appreciation of required operating parameters necessary to meet tight delivery deadlines. The anticipated period of performance is one base year with four option years. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
