- This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-05-T-0016 applies and is issued as a Request for Quotation (RFQ). This solicitation is issued on restricted basis, set-aside for small business. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26 and Defense Acquisition Circular 91-19. The NAICS code: 562111, Size Standard is $10,500,000.00. DRMS-FORWARD SUPPORT TEAM OPERATIONS EAST, DRMO JACKSONVILLE FL requires services for Removal of Scrap Rubber Tires, one in Georgia and at various locations in Florida: DRMO Jacksonville; DRMO Cape Canaveral; DRMO Homestead; DRMO RIPL Tampa; DRMO Eglin/ DRMO RIPL Pensacola; NAS Mayport; Naval Sub Base Kings Bay; and US Marine Corps Base. The estimated quantity for the above locations is 450,000 lbs annually, on-call pick-ups. Florida National Guard Units locations: OMS 1- MIAMI; 3-15 Tires every 3 months, BMMC-Tampa; 45 tires every 2 months; OMS 3- Jacksonville; 2-12 tires every 3 months; OMS 4-Haines City; 20 tires every 3 months; OMS 5-Tavares; 25-50 tires every 2 months; OMS 6-Chipley/Bonifay; 6-8 tires every 3 months; OMS 7-Plant City; 15-20 tires every 3 months; OMS 8-Lake City; 1-10 tires every 3 months; OMS 9-Tallahassee; 6-8 tires every 3 months; OMS 10-Pensacola; 5 tires every 3 months; OMS 11-St. Augustine; 13-30 tires every 3 months; OMS 14-Sarasota; 3-5 tires every 3 months; OMS 15-WPB; 6-10 tires every 3 months; OMS 17-Crystal River; 10 tires every 3 months; OMS 18-Titusville; 8 tires every 3 months; Camp Blanding ? USP&FO Starke; 150-200 tires monthly; AASF 1-Jacksonville; 6 tires every 3 months; AASF 2-Brooksville; 1-6 tires every 3 months and UTES Avon Park; 4000 lbs every 3 months. The estimated quantity for Florida National Guard Units is 340,000 lbs. annually. PERIOD OF PERFORMANCE: 01 JANUARY 2005 THROUGH 31 DECEMBER 2005. STATEMENT OF WORK Contractor will load conveyance. Removal will be as specified in the chart or on an on-call basis. A 24 hour notice will be required in advance of pickup if made by the schedule. Removals will be made by appointment with the Point Of Contact for each site. Due to Florida regulations for collection and transportation of scrap tires, the contractor will be required to obtain and maintain the required state, county or city permits for the collection & transportation of scrap tires. Florida National Guard Units are on a compressed work schedule. Most are on minimal staffing on Mondays every other week work schedule. Contractor will schedule removals at any of these sites to coincide with the compressed week work schedule and /or coordinate with the point of contact for that site. For sites who is generate large quantities, removals will be made on an established schedule or on-call as needed. This timeframe is based upon removals being made with a 40 foot closed van conveyance. Removals at the following sites will be weighed on site at government scales. DRMO Jacksonville; DRMO Eglin; DRMO Tampa; DRMO Homestead; DRMO Cape Canaveral and DRMO Pensacola Removals at the National Guard OMS and all other sites will be weighed on certified public scales at the contractors cost. Weight tickets will be forwarded to DRMO Jacksonville or designated POC within 48 hours of removal. SPECIAL CONSIDERATIONS The State of Florida regulates tires as a non-hazardous solid waste. As such, transporters are required to be licensed as waste tire collectors and permits must be obtained. This can be done by contacting FL Dept of Environmental Protection, 2600 Blair Stone Rd, Tallahassee, FL 322399-2400. It is also known that Duval County requires a separate permit for transportation of tires. For more information on the requirements for Duval County, call: 904-665-8025.
