Description

General Services Adminstration (PBS), Upstate NY Service Center, Syracuse NY, is seeking HUBZone firms capable of designing and installing metal siding on at least two (2) warehouse buildings at the Defense National Stockpile Center, Scotia, New York. NAICS code: 238170, with a size standard of $12,000,000. The magnitude of the project ranges between $500,000 and $1,000,000. Payment and Performance Bonds will be required, in accordance with the Miller Act. The project is set-aside as a total HUBZone acquisition. A firm fixed-price contract will be awarded based on the results of negotiations following submission of offers. A site visit is tentatively scheduled for the latter part of November; an amendment to this announcement will be issued with details. The work will be done in two (2) phases, with all effort substantially complete and ready for use within 150 days from receipt of Notice to Proceed. Phase One will consist of presenting a design/plan showing the work approach and identifying products and supplies. Phase Two will consist of the actual installation of the siding and ancillary materials as outlined in the specifications. GSA will issue the Request for Proposal electronically ONLY, on or about November 15, 2004, and it can be accessed at www.FedBizOpps.gov. Instructions will be provided for downloading the solicitation file. Access to the complete solicitation, specifications, drawings, and any amendments to the solicitation will be made available only through a separate, secured internet site (Buzzsaw). Interested parties must send all requests for access to the secured site to Marilyn Moore, Acting Construction Team Leader, in writing to the address above, or via e-mail (marilyn.moore@gsa.gov). Contractors must provide a street address, telephone number, e-mail address, business license (or other documentation granted by a state or local jurisdiction to conduct business), valid DUNS number, and valid IRS Tax Identification Number (TIN). Contractors will also be required to sign a Document Security Notice, available for download at FedBizOpps website with this announcement. Upon acceptance of the request for solicitation, an e-mail will be sent to the contractor providing instructions for entry into the secured internet site (Buzzsaw) for access to the solicitation and other information. TELEPHONIC REQUESTS FOR THIS SOLICITATION WILL NOT BE HONORED.
