- Description
- NASA’s Goddard Space Flight Center intends to issue a Request for Proposals (RFP) for space flight qualified Check Valve Assemblies in support of the Solar Dynamics Observatory (SDO) Project. The scope of work for this procurement shall include the fabrication, assembly, testing, evaluation and delivery of five (5) identical, parallel-redundant, space flight qualified check valve assemblies. Each check valve assembly shall consist of two (2) check valve seats connected to provide a common inlet tube and common outlet tube to prevent backflow of Helium pressurant and propellants, both liquid and vapor. Each check valve assembly design shall have been qualified for space flight or one (1) unit shall be designated as protoflight and tested to the qualification levels required in the Government’s specification document. The delivery schedule for the space flight qualified check valve assemblies is October 2005. All work shall be accomplished in accordance with Specification 464-PROP-SPEC-0089, entitled “Performance Specification for Propulsion Subsystem Check Valves” and Statement of Work (SOW) 464-PROP-LEGL-0050 entitled “Statement of Work for SDO Project Propulsion Subsystem Valves.” The Specification and SOW will be provided with issuance of the RFP. This procurement will be a full and open competition under FAR Subpart 15.3, “Source Selection,” and NASA FAR Supplement Subpart 1815.3, “Source Selection.” NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the Propulsion Subsystem Check Valves with an anticipated award date on or about February 12, 2005. The Government does not intend to acquire commercial items using FAR Part 12. The North American Industry Classification System (NAICS) Code for this procurement is 336415, with a corresponding size standard in number of employees of 1,000. The anticipated release date of the RFP is on or about November 12, 2004, with an anticipated offer closing date on or about December 13, 2004. The actual due date for receipt of offers will be stated in the prospective RFP. Upon issuance of the RFP, all qualified responsible sources may submit an offer which shall be considered by this agency. The prospective RFP and related documents (e.g., Specification, SOW, etc.) for this procurement will be available via the Internet.
