Description
The U. S. Environmental Protection Agency (EPA), Office of Air and Radiation; Office of Transportation and Air Quality (OTAQ); National Vehicle and Fuel Emissions Assessment and Standards Division (ASD) has a requirement to collect, organize, and analyze emissions data from mobile sources of all types. The contractor shall provide all personnel, supervision, materials, services, equipment and facilities to design, develop, modify, procure, test, and perform tasks on the requisite work assignments. This work includes: (1) Development and improvement of emission factors for mobile sources (including highway vehicles and varied non-road mobile sources), which in turn involves development of models for the prediction of such emissions under varying conditions and over time; (2) Assessment of the impacts of mobile source emission control programs; (3) Tracking and monitoring of developments in the areas of health effects, air toxics, and atmospheric science; (4) Coordination of OTAQ peer review responsibilities; (5) Identification and tracking of air pollution indicators (including ambient pollutant concentrations), and trends over time in these indicators; and (6) Oversight of mobile source-related activity under the Federal Advisory Committee Act. The RFP shall be competed as a small business set aside with the NAICS code designation for the acquisition being 541710. The EPA anticipates awarding a Cost Plus Fixed Fee, Level-of-Effort type contract. It will comprise a 12 month base period, four 12 month option periods of 2,400 hours each, and 2,400 optional quantity hours each year. The potential hours for the base, option periods, and optional quantity hours total 24,000 hours. The solicitation is expected to be issued approximately November 29, 2004 on EPA's website: http://www.epa.gov/oam/cinn_cmd. This office does not intend to mail hard copies of the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. See numbered Notes 1 and 26.
