- Description
- The National Heart, Lung, and Blood Institute, intends to negotiate with Westat, Inc., coordinating center contractor (N01-HB-47175) for the Retrovirus Epidemiology Donor Study-II (REDS-II), to act on behalf of NHLBI to solicit proposals from U.S. blood centers, transfusion services or universities to establish collaborative programs with foreign investigators/ institutions/blood banks in resource-poor countries where AIDS is highly prevalent. Westat will conduct peer review of proposals, negotiate and award three to four subcontracts. The addition of proposed subcontracts will augment the REDS-II work scope to conduct studies at international sites, and the coordinating center for the international component of REDS-II will be expected to integrate REDS-II activities performed by international sites with those of the six blood centers and central laboratory located in the U.S. These activities include, but are not limited to the following : 1) collect monthly donation data from 3-4 international sites; 2) process survey forms; 3) process, manage, and analyze data from laboratory projects; 4) coordinate and participate in development and finalization of study protocols, manuals of operation, and design of study forms; 5) arrange meetings, prepare and distribute agenda, reports, and minutes; 6) develop and implement data collection procedures for epidemiologic and survey studies; assure the quality of the study data submitted and stored; provide support and documentation for the OMB forms clearance process; 7) train blood center staff; 8) assure prompt accumulation, entry and editing of study data; 9) communicate with sites concerning missing, delayed, incomplete, or erroneous data, laboratory test reports, coordinate compilation of data into a study database for subsequent statistical analysis; 10) maintain record of studies conducted; compile and manage an inventory of specimens shipped and received by the central laboratory from the blood centers; 11) interact with Project Officer on issues relating to study design, study conduct, and data analysis; 12) complete analysis of final study data for delivery in SAS format; 13) assist in preparation of scientific reports for publication and presentation; and 14) develop, implement, and update an automated information technology system security plan. The period of performance of the REDS-II international component will be four years, September 1, 2005 through August 31, 2009. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Inherent duplication of cost to the Government and unacceptable delays in completing the project make competition unfeasible for this project. See Number Note 22.
