Description
The Department of State, Office of Logistics Management’s Office of Acquisition Management (A/LM/AQM) intends to negotiate a sole source contract with MSDS Consultant Services, LLC. The proposed contract is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5(b)(7). The proposed procurement is 100% set aside for Service- Disabled Veteran-Owned Small Businesses. The NAICS code is 541519, size standard $21 million. The requirement includes project planning and implementation for ongoing support; system administration; reporting, development of job aids; recommendations for process improvements; catalog functionality; and training for the Department’s automated data processing systems for award preparation and documents management. The contractor will be responsible for maintaining legacy systems and extensive experience in the following is required: writing in the computer language Progress, expertise with CGI-AMS’s Procurement Desktop; expertise with CACI’s Comprizon.Buy; and, expert knowledge of the Department of State’s financial management system and the Overseas Building Operations (OBO) financial management system. A Secret clearance is required. This notice of intent is not a Request for Competitive Quotations (RFQ), nor is an RFQ available. Interested parties may identify their capabilities to satisfy the requirement by November 15, 2004, 4:00 PM Eastern Standard Time. All expressions of interest shall be e-mailed to MejiaKJ@state.gov. Phone calls will neither be accepted nor acknowledged. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. However, all information received will be considered by the Government for the purpose of determining whether to conduct a competitive procurement or proceed on a sole source basis.
