- VA Medical Center, 4801 Linwood Blvd., Kansas City, MO 64128 requires teleradiology software solution that will provide secure, remote access to radiology images for clinical review. Enterprise wide, web based image distribution product/system which enables clinicians and referring physicians access to instant diagnostic quality images any time at any location throughout the medical center, home or office. ASP service is preferred. System will support a maximum number of 6 (six) concurrent users and have the option to add users as necessary. The Kansas City VA Medical Center performs approximately 52,000 procedures annually. The procedures are a mix of CT, MRI, ultrasound, geography, and routine diagnostic exams. This list of procedures is not all inclusive. Sytem Requirements 1. Have the capability of receiving and displaying images and data from all DICOM 3.0 compliant devices such as CT scan, Ultrasound, MRI, x-ray, & Nuclear Medicine. This list is only an example and not all inclusive. 2. Provide full fidelity image distribution. 3. Must be capable of operating on standard (PC) computers, laptops, and networks. 4. Windows XP or Windows 2000 operating system. 5. Image files are retained on the system in storage for 30 days. Only a single exam charge will be applied for 30 days so multiple viewings are possible. 6. System must be available after hours, (4:30 P.M. to 7:00 A.M.during the week, continuously on weekends, and all Federal Holidays. 7. Software tools to include but not limited to: a. Simultaneous viewing of multiple images/exams, side-by-side CT & MRI images are displayed with a scout view. b. Allow for synchonized navigation via scout view. c. Allow for “cloning” of a series d. Measurement capability: Image measurement (distance, angle, and pixel value statistics) should be very quickly done. Moving the curser for measurement should be in real time. e. ROI capabilities f. Measurements for CT to be in houndsfield units. g. Window/Level h. Cine/Scroll i. Pan j. Magnification k. Save images to clipboard for presentation purposes. l. Provide for grayscale and color images. Grayscale adjustment and zoom-and-pan operations should be in real time. m. A request for an image should result in an image being displayed in not more than 2 seconds. n. System will maintain the full pixel matrix and bit depth of the image from the output to delivery device. o. Display of ancillary information (reports of prior studies, patient information that is in the header, etc.) should be displayed at least as rapidly as the images. 8. Web based solution which uses intuitive software that is user friendly and can be used at various locations inside the medical center and outside the medical center. Log in must be accomplished using LAN, WAN, and/or DSL/Cable connections. 9. Allow for image compression and fast transfer over high speed DSL, internet, or cable connection. 10. HIPPA compliant 11. DICOM print capability. 12. Capable of exporting images to other DICOM devices and/or remote work stations. Vendor Support Vendor is to install and maintain all equipment and software. Vendor is required to provide detailed information regarding guaranteed up-time of the system with the bid (i.e. What percentage of time do you guarantee the system to be up? Define uptime, downtime, and address any questions with regard to the time period where software is being upgraded as uptime or downtime. The information contained herein represents a suggestion of issues which should be addressed but it is not all inclusive). Failure to meet guaranteed up-time performance may result in a termination of the contract. Telephone support will be provided 24 hours a day and 7 days a week. Local maintenance will be available within a maximum of 4 hours for all other issues. Vendor will monitor the system 24 hours a day and 7 days a week. Vendor will alert the COTR or designee within 1 (one) hour of problems and/or delays such as down-time or connectivity issues. This is not an all inclusive list. Alert can be provided via e-mail, telephone, or pager system. Vendor will provide training of the system and software to designated individual(s) and/or system administrator.
