Description
The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Vertex Plastics, Inc. for the purchase of four fiberglass shelters. The Environmental Technology Laboratory (ETL) is providing the Air Force with 449 MHz radar wind profiler (RWP) systems for use at the Tethered Aerostat Radar System (TARS) sites. Due to the intended use and final destination for the shelters, the following specifications are mandatory requirements: 1) Wind load specifications to withstand winds of 150 miles per hour. 2) Fiberglass construction to consist of one piece, outer and inner shell, with foam insulation between. No plywood framing. 3) Lifting points capable of lifting the weight of the shelter, two 300 pound air conditioning units, and 2000 pounds of additional weight of interior equipment. 4) Fiberglass walls, floor and ceiling. Wall and ceiling insulation of R-11 minimum. 5) Three foot by seven foot Marine, watertight, left hand swing exterior door. 6) Shelter must be air tight and have a low heat transfer coefficient. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
