- The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract with firm-fixed-price and time-and-material line items (some of which will be optional line items) to Genesys Solutions LLC, 6230 Wilshire Blvd #44, Los Angeles, CA 90048-5104. This contract requires expert support services in the area of organizational alignment to assist NAVSEA senior leadership in determining the level of alignment that currently exists, developing action plans for improvement, and measuring results in terms of increased efficiency, effectiveness, cost savings, or other critical metrics. This will be accomplished by means of the Genesys Navy Alignment Measurement Tracking System (NAMTS) to which the contractor holds proprietary rights Use of the Genesys NAMTS is necessary to ensure a common method of measuring alignment and comparability of data/information across the SYSCOMs when reporting to the CNO, which is vital to the successful accomplishment of the Navy's missio! n. A sole source acquisition is required under the authority of FAR 6.302-1 and 10 U.S.C. 2304(c)(1) due to Genesys? experience providing organizational alignment and integration strategies to NAVSEA and other Navy agencies. This experience makes them uniquely qualified to leverage this experience to provide alignment strategies across the Navy Systems Commands. Only Genesys can perform the required effort in a timely and cost effective manner without causing undue delay and unnecessary duplication of efforts and costs. The anticipated period of performance is 10-22 months if all options are exercised. This effort includes comprehensive review and analysis of key activities currently underway throughout the Command; application of and implementation of recommendations for leadership frameworks including Alignment, Execution Readiness, and Change Leadership; and analysis identifying gaps and demonstrated best practices within the Command to successfully accelerate the NAVSEA ! transformation.
