Description
The Vaccine Branch, Center for Cancer Research, National Cancer Institute, is soliciting proposals from offerors with the capacity to provide animal facilities and conduct experiments and test for non-human primates and standard laboratory animals. The proposed project will involve the direct care and maintenance of non-human primates and other standard small laboratory animals, provision of veterinary care and expertise, and the performance of veterinary and technical procedures to accomplish experimental protocols. Most of the animal studies will involve infectious viruses, pathogenic for humans, such as the retroviruses, HIV, SIV and HTLV; adenovirus recombinants; poxviruses; and members of the herpes virus family. The project will require the identification and purchase of non-human primates with associated screening for exclusion of monkey retroviruses and selection of animals of the appropriate MHC call I haplotype. The following mandatory qualification criteria must be met: (1) Offerors must have or provide evidence that they can establish biocontainment facilities (BL2 with BL3 practices) to conduct work with human and non-human primate retroviruses, adenoviruses and herpes viruses; (2) Offerors must be able to deliver to the Government blood and tissues from animals under sterile and viable conditions within one hour of harvest or processing; and (3) Offerors must able to receive from the Government with one hour after preparation fresh, viable cells or live, infectious inocula. Failure to meet the mandatory qualification will be grounds for exclusion from further consideration. The NAICS Cod is 541710 with a small business size standard of 500 employees. It is estimated that 10,795 labor hours will be required for the base period (year 1) and that 16,561 labor hours will be required in each of the option years (years 2 -5). It is anticipated that one incrementally- funded, completion type, cost reimbursable contract will be awarded for a period of up to five year (one base plus four option years). This RFP will be issued on or about November 4, 2005 and proposals will be due on December 6, 2005. This is a recompetition of contract NO2-RC-97109 previously held by Advanced BioSciences Laboratory, Inc., Kensington, MD. The RFP will only be available electronically and may be accessed through the NCI's RCB homepage at http://rcb.nci.nih.gov.
