Description
This is a sources sought synopsis seeking information of potential small business firms that have an interest in submitting as a prime contractor, a proposal for the following description: The Contractor shall provide all the needed labor, equipment , materials, and services to plan, manage, perform, and document all activities as described in this SOW. In general terms, the work includes project management, preparation of planning documents and reports, mobilization and demobilization, providing for field overhead to conduct the work, excavation of drums and asphalt, filling and grading excavations, bulking of drum contents as necessary, cleaning and crushing of drums, shipping drums offsite for disposal, treating contaminated soil, collecting necess ary samples for chemical analysis, and miscellaneous other tasks. This description is not all-inclusive of the work, and is intended as a broad, general description. The site location is Moses Point, Alaska. Moses Point is located on the Seward Peninsul a in western Alaska, approximately 475 miles west of Fairbanks and 100 miles east of Nome. The site is on the north shore of Norton Bay, and the closest town, Elim, is 10 miles southwest. The 2002 NAICS Code for this effort is 562910Remediation Services (size standard $12 million). We are requesting that all interested and qualified firms respond to this sources sought notice with a capability statement similar to marketing package used in the everyday course of doing business. The Government will util ize the following information in determining acquisition strategy: (1) summarize how your company is uniquely capable and qualified to handle remediation services; (2) summarize projects completed similar to the project outlined above. The list of relevan t projects shall include names of the project team members and firm, owner point of contact (contracting officer and QAR/inspector) with titles, phone and fax numbers, project scope, type of contract, project safety record, original field work schedule and cost vs. final schedule and cost, and unique characteristics encountered within the execution of the project and approaches taken to minimize impacts; (3) provide information to demonstrate the companys dedication, and proactive approach to safety. Incl ude current training levels for key individuals within the company; (4) provide the resumes of key individuals who could be assigned to the proposed project, such as the onsite Superintendent, Safety Representative, and Project Manager. The proposed key i ndividuals shall have the ability to communicate effectively orally, in writing and demonstrate ability to work well in small remote communities; and (5) bonding: provide your bonding capacity per contract. A capability statement must be submitted in writ ten format.
