Description
SOURCES SOUGHT/MARKET SURVEY NOTICE: The U.S. Army Intelligence and Security Command (INSCOM), Fort Belvoir, VA is conducting market research to determine the types of small business sources availiable for the procurement of translator and interpr eter services. The objective of this effort is to provide contract linguist support to U.S. Army operations. The U.S. Army, deployed in support of military operations and the Global War on Terror (GWOT), requires translator/interpreter services in order t o communicate with the local populace, gather information for Force Protection, and interact with other foreign military units. The scope of this contact involves worldwide contingency military operations ranging from stability operations such as peacekee ping, noncombatant evaluation, counter-terrorist, or counter-narcotics operations to operations in major theaters of war (MTW). The scope also includes a requirement for skilled contract linguists of various foreign languages to provide linguistic support to COMINT, HUMINT/CI and IO missions. Linguist positions on this contract have various clearance requirements, from no clearance to TOP SECRET/SCI. Responses to this notices will assist the Directorate of Contracting in determining the type of small busi ness set-aside. For some requirements the Contractor shall be responsible for providing linguists who possess a current final TOP SECRET/SCI clearance. Many positions will require recruiting and hiring local and third country nationals in foreign countri es. This notice is only requesting information from small businesses. Responses from Large businesses are not required at this time. Interested small business sources must have a TOP SECRET/SCI facility clearance. . It is our intent to award a multiple a ward contract, with one of the resulting contracts set-aside for award to a technically qualified small business. In the event an offer is not received from a technically qualified small business, all awards will be made to large businesses. Awards will be made to no more than two companies. Capability statements, as well as Small Business Size certifications, should be e-mailed to Donna Broady dlbroad@inscom.army.mil no later than COB EST on Monday, November 8, 2004. Please indicate in the capabilities b reifng your ability to support this requirement as a prime contractor. No other information concerning this requirement is available.
