Description
The Minerals Management Service (MMS), a bureau within the U. S. Department of the Interior, intends to competitively make an award to a small business to study the Geologic Resource Assessment Program (GRASP II) model's current methodology, and to recommend solutions to issues raised by the American Association of Petroleum Geologists' review of the computer model GRASP. This requirement is 100% set-aside for small business. The North American Industry Classification System Code (NAICS) for this requirement is 541710-Research and Development in the Physical, Engineering, and Life Sciences, with a size standard of 500 employees. Brief Background: The U.S. Department of the Interior, Minerals Management Service (MMS), by virtue of the Outer Continental Shelf (OCS) Lands Act, the Submerged Lands Act, and pursuant to delegation of authority by the Secretary of the Interior, has jurisdiction over leasing and development of OCS submerged lands for mineral development. In conjunction with this jurisdiction, the MMS is required to follow the overall minerals management goals as stated in the OCS Lands Act Amendments of 1978. Related to MMS's responsibilities under the OCS Lands Act is the analysis of environmental and resource information prior to conducting an OCS oil and gas lease sale. The MMS performs periodic estimates of the undiscovered oil and gas resource potential to support the decision process and policy issues in the preparation of lease sale documents. The Government anticipates this effort will be performed in two phases over a period of three to six months. Estimated cost of Phase I is between $10,000 and $15,000. The total estimated amount for the project, both Phase I and Phase II, is between $60,000 and $99,999. Phase II (option) is dependent upon the outcome of Phase I and, dependent on the outcome, may or may not be exercised.
