Description
THIS IS A SMALL EMERGING BUSISNESS SETASIDE as prescribed by the Small Business Competitiveness Demonstration Program. Small emerging is described as no greater than 50 percent the size standard. The NAICS code is 541310 and the Size standard is 4.0 mil. VA intends to award an Architect/Engineer contract for investigation, preparation of working drawings and specifications, cost estimate, submittal review and other construction period services for Solicitation 528A7-05-05, Project 528A7-05-702 Renovate Main Entrance at the Rome VA Outpatient Clinic, 125 Brookley Rd., Rome, NY. This project involves the following minimum scope requirements: 1. Correct the drainage problem in front of entrance doors, which has resulted in elevation of the sidewalk. Repair the sidewalk. 2. Reconfigure the main Clinic entrance to improve traffic flow in and out of building. Comply with ADA Accessibility Guidelines. The doors shall open and close automatically. 3. Make visual improvements to clearly identify this access point as the main entrance. 4. Add features and make improvements to mitigate weather hazards when traveling from the parking lot to the building. This shall include protection of the door openers and other building features from the weather and ice removal compounds. 5. All modifications shall be designed to minimize the use of energy. Provide computer generated color isometric views as directed by the COTR to illustrate the design. Drawings will be CADD generated with readable AutoCad Release 2005. Specifications shall be compiled from VA master specifications and are available on the internet at http://www.va.gov/facmgt/standard/. Selection of the Architect/Engineer will be based on specialized experience(see block 9a, Part II of SF330, items 06,08,12, 18, 21, 27, and 31), capability of the firm to perform, professional qualifications of the staff to be assigned to the project(Block 10a, Part II of SF330 especially items H09,S05,S13, and W02), past performance for VA work and/or similar hospital projects, and the record of past performance in the form of a comparison between their estimates and actual project awards. Appropriate data for this project must be submitted on CURRENT Standard Form 330 no later than 3:00pm on Tuesday, November 23, 2004. THREE COPIES OF EACH (along with any supplemental information) ARE REQUIRED. Submission should emphasize experience on similar projects, the personnel to be assigned to this project and specific VA experience. A/E Selection may not be made until at 4-6 weeks after receipt of applications. This is not a request for proposals. . Construction cost estimate is between $100,000 and $250,000.
