Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation is issued as a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-25 effective 10/14/04. The requirement is being solicited as a 100% Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 13. The Contracting Officer is the only person authorized to approve changes in any of the requirements under this contract, and, notwithstanding any provisions contained elsewhere in this contract, said authority remains solely with the Contracting Officer. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof. REQUIRED INSURANCE The Contractor shall, at its own expense, procure and maintain the following kinds of insurance with respect to performance under the contract. In accordance with HSAR 3052.217-95, Liability and Insurance (USCG) (DEC 2003), the Contractor shall furnish the Contracting Officer with proof of insurance for the duration of the contract, including: 1. Ship Repairer?s Liability - $500,000 per occurrence. 2. Comprehensive General Liability - $500,000 per occurrence. 3. Full insurance coverage in accordance with the United State?s Longshoremen?s and Harbor Worker?s Act. 4. Full insurance coverage in accordance with the State?s Workmen?s Compensation Law (or its equivalent) for all places of performance under this contract. CONTRACT DEFICIENCY REPORT The Contracting Officer or Contracting Officer Representative (COR) may issue a Contract Deficiency Report, Form MLCA(v)005-1. The Contractor shall respond in writing within 24 hours of receipt, unless otherwise approved the Contracting Officer, to the COR. The COR will comment on the contractor?s response and will forward the Deficiency Report and comments to the Contracting Officer, with a copy to the contractor, MLC(vr), the NESU and Program Manager. The Contracting Officer will make the final response to the contractor in writing. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. Fluids ? Method for Coding Level of Contamination by Solid Particles 3. REQUIREMENTS 3.1 General. 3.1.1 Pre-overhaul operational test. The contractor shall witness an operation test of the Motor Surf Boat (MSB) davit system by the vessel?s crew, prior to commencement of work. 3.1.2 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the following: AFFF system. MSB. 3.1.3 Inspections. When specified herein, the Contractor shall perform the below inspections, as applicable. Document all inspection findings and submit a written report to the COR within 24 hours after completing each inspection. 3.1.3.1 Visual. Visually inspect designated surfaces for corrosion, deterioration, and cracking. 3.1.3.2 Non-destructive. Conduct nondestructive inspection (NDI), using either the ultrasonic (UT), magnetic particle (MT), or liquid penetrant (PT) inspection method. UT inspect in accordance with ASTM E114 and ASTM E587. MT inspect in accordance with ASTM E709 and ASTM E1444. PT inspect in accordance with ASTM E165 and ASTM E1417. 3.2 Hydraulic oil disposal. The Contractor shall drain all the hydraulic fluids from the hydraulic power-pack reservoir into a container; dispose of removed fluids in accordance with the applicable Federal, state, and local regulations. 3.3 System cleanliness maintenance. The Contractor shall maintain existing hydraulic system cleanliness; take all necessary precautions to prevent the introduction of contaminants into the hydraulic system. Whenever disconnecting or removing components from the hydraulic system, completely seal all openings to the rest of the system, immediately, using either caps (for externally threaded connection points), bolt-on blanks, or taped-on discs/covers (durable plastic or sheet-metal no less than 1/16-inch thick). NOTICE! Plastic bags may be used only when arrangement or configuration prevents the use of the other sealing methods specified above. 3.4 Overhaul requirements. The Contractor shall accomplish the following, using TP-2722, Coast Guard Drawings 901 WMEC 583-001, 901 WMEC 583-004, 901 WMEC 583-010, 901 WMEC 583-011, and 901 WMEC 583-013 as guidance, as applicable: 3.4.1 Davit assembly. Disassemble and visually inspect the davit arms, additions to arms, and tensioning arms. During davit reassembly, renew the cam lever locking assemblies for the forward and aft keel rest arms, and renew all bushings, bearings, and type 316 stainless steel pivot pins. 3.4.2 Wire rope falls and fittings. Un-reeve, remove, and dispose of the two existing 5/8" diameter galvanized steel wire rope falls in the winch barrels. 3.4.2.1 Measure the length of each rope fall, and submit a CFR, prior to disposal. 3.4.2.2 Furnish and install new 5/8" galvanized steel, 6x37, preformed, fiber core, IPS wire ropes complete with new fittings, conforming to Fed Spec RR-W-410. Pressure lubricate the new wire rope with a suitable lubricant conforming to MIL-PRF-18458. 3.4.3 Span wire and sockets. Renew the existing span wire and two sockets hung between the forward and aft davits with new 5/8", 6x19, IWPS span wire ropes and sockets conforming to Fed Spec RR-W-410 and Fed Spec RR-S-550, type A respectively. Cut and fit to match the existing span wire. 3.4.4 Weight handling components. Disassemble and clean all bushing pins, deck mounted pad eyes for the preventers, pivot mounting bases, cylinder mounting bases, keel support pedestal, overhauling link and other associated components. 3.4.4.1 Visually inspect all pad eyes. 3.4.4.2 Perform NDI of all disassembled ferrous components and welds. 3.4.5 Sheaves and housings. Remove, disassemble, and clean all sheaves, deck sheaves, and sheave housings. 3.4.5.1 Visually inspect the sheaves and housings. Remove all burrs, nicks and scratches with emery cloth. Renew all O-rings, gaskets, piston seals, wear rings, rod seals, and bearings in each cylinder and reassemble. Renew the glands. 3.4.7 Hoist winch. Disassemble, clean and visually inspect the gear trains, shafts, and bearings. Measure and record all backlash measurements and clearances. 3.4.7.1 Gear case assembly. 3.4.7.1.1 Drain and dispose all oil from the gear case in accordance with Federal, state and local regulations. Prior to disposal, visually inspect the oil for any presence of metal particles or water. After completion of work, refill the gear case with new manufacturer's recommended oil. 3.4.7.1.2 Disassemble, clean, and visually inspect the gear case and all internal components. Examine all gear teeth for excessive wear and burrs. Use emery cloth to remove any excessive burrs. 3.4.7.1.3 During inspection for wear, pay extra attention to the clutch shaft assembly, centrifugal brake assembly, brake shaft assembly, primary and idler gear assemblies. Measure and record all backlash measurements and clearances.
