Description

The United States Coast Guard intends to procure on a sole-source basis, from Lloyd's of London, shipping information distributed monthly on file transfer protocol. It is further intended to establish the contract for a base year (12 months), with 4 (12-month) options. The data includes, but is not limited to, such information as ship's country of register, size, Lloyd's Registry Number, physical description, date of build, gross tonage, callsign, design speed, owner/manager, registry number, flag, and radar/radio capability. Lloyd's Registry of shipping is the only known source for accurate shipping information that can be provided in a timely and consolidated manner. The file transfer protocol will permit access to current information that will be made available on-line to Automated Mutual Assistance Vessel Rescue(AMVER)and the Operations Systems Center and NOAA users. There is no other known alternative since Lloyd's is the sole source for the Registry Number and has supplied this information for over one hundred years. The proposed contract period would be for Lloyd's Monthly Extract, and the annual fee for Lloyd's quarterly NOAA data extract. Other firms who can furnish the items described above are invited to submit clear and convincing data substantiating their capability to furnish the entire requirement. Vendors failing to provide complete information for an accurate comparison will not be considered.
